1. Call to Order/Roll Call – Matt S. call the meeting to order at 6:05pm
2. Minutes –
Motion to accept minutes for 12/21/2021 as presented by Rachel. Seconded by
Matt. Approved
Motion to accept minutes for 7/19/2022 as presented by Matt. Seconded by Ra-
chel. Approved
Motion to accept minutes for 8/15/2022 by Matt. Rachel suggests revision to the
37 Clarks Road sign discussion to indicate that the directional sign along Clarks
Road would include the name of the hotel. Seconded by Rachel with suggested re-
vision. Approved as amended.

5. Continued Applications
Sign – 19 Elm Street: Accurety
The Applicant has indicated that the awning will no longer have any image or let-
ters and intends to withdraw the sign application.
DRC has no further comment on this matter.
Sign – 37 Clark Road: Fairfield Inn Marriott
The sign application representative indicated that the property owner currently has
no desire to change or relocate the existing signs. They would request the DRC to
review the application as submitted. The sign representative indicated that the di-
rectional sign along Clarks Road has been revised as suggested by DRC to include
the name of the hotel. The current directional sign also has the name of the hotel.
Motion by Matt to recommend approval of the sign application as revised.
Seconded by Rachel. Approved
Sign – 24 Market Street: Healey, Deshaies &Gagliardi
DRC Minutes 09-06-2022
The sign representative, Cathy Brown provided an updated sign package clarifying
the signs being replaced for the business. There are two buildings and the signage
being replaced on each is now clearly shown.
Motion by Matt to recommend approval of the sign application as revised.
Seconded by Rachel. Approved
6. New Applications
130 Market Street – Multi-family residential development, Special Permit & Site
Plan
DRC members reviewed the site plan and other information submitted in the ap-
plication package. Overall this would be a great improvement to the neighborhood.
There was no representative from the applicant. Currently, the plans are being re-
vised to address comments from the city staff. DRC noted the following com-
ments:
Architectural Drawings:
- Provide detailed floor plans for each building type. Is there garaged parking in
the four-unit building? How many bedrooms/bathrooms?
- Coordinate entrances on the duplex structures. Garage entrance and first floor
entrances are not clear.
- Are there hip roofs on the duplexes?
- Pair the entrances in the four-unit building. Line up the dormers over the win-
dows rather than equal spacing them.
- What is the Color palette for these two building types?
Landscaping/fencing/open space:
- Need to create some formal landscaping at the entrance from S Hampton Rd.
- Add pilasters to define the entrance with a railing. This would also indicate that
it is private residences and not a cut-through street.
- Some shade/flowering trees along the driveway and at each end of the driveway
would be desirable
- What kind of fencing is being proposed behind the four unit building? Will the
chain link fence be replaced around the duplexes? Consider exclusive use areas
for each of the units in the duplexes. What sort of privacy fences could be
used? Any common areas/patios for the residents of the four unit building?
Lighting:

- What is the lighting plan? Consider lighting at pilasters at the entrance from S
Hampton.
Site Layout:
- The driveway width should be reduced to 18 feet. Currently common access
driveways are allowed to be 18feet wide. Can the driveways for the duplexes be
re-arranged to reduce pavement and to have the entrances face the driveway?
- The sidewalk along the driveway could be waived in lieu of repairing and add-
ing the missing sections of the sidewalk along South Hampton Road from the
entrance to Market Street.
DRC continued the review of the application to its next meeting
7. Other Business -
East End Smart Growth Overlay District – Design Standards update
DRC members had no major update on their review of the proposed design stand-
ards. Rachel indicated that she has started to review some design standards that
other communities have adopted and still trying to assess what would work for this
area. DRC will discuss further at their next meeting in September.
8. Adjourn - Matt moved to adjourn @ 8:10pm. Rachel seconded. Approved unani-
mously.
