Board of Trustees Minutes October 8, 2020 Meeting called to order at 8:15 AM MEMBERS PRESENT: Mayor Dennis Siry, Deputy Mayor Kevin Smith, Trustee Jessica Bernius, Trustee Whalen, Trustee O’Neill ALSO PRESENT: Village Attorney Bruce Kennedy AFD Chief Rob Waegerle APD Chief Bryan Burton Superintendent Bruce Hopper Building Inspector Bryan Donato Deputy Treasurer Tiffany Ladd Assistant to the Mayor Wendy O’Neill The salute to the flag was led by Chief Bryan Burton. Mayor Siry welcomed everyone to the October 8th Meeting of the Board of Trustees, a special meeting to pay bills, conducted via Zoom Meeting. Mayor’s Actions: Mayor Siry requested the approval of the Board of Trustees minutes from September 28, 2020 MOTION to APPROVE was made by Trustee Bernius and seconded by Deputy Mayor Smith Vote on Motion: Mayor Siry aye Deputy Mayor Smith aye Trustee Bernius aye Trustee Whalen aye Trustee O’Neill aye Motion Carried: 5 aye 0 nays Approve hire of Katherine Hallissey as Senior Office Assistant (Department of Public Works Secretary) at the annual salary of $48,000 and approve a waiver of residency. MOTION to APPROVE was made by Trustee Bernius and seconded by Trustee O’Neill Vote on Motion: Mayor Siry aye Deputy Mayor Smith aye Trustee Bernius aye Trustee Whalen aye Trustee O’Neill aye Motion Carried: 5 aye 0 nays Mayor Siry announced the promotion of APD Officer Jerry Blee to Sergeant, with a swearing in on 10/8/20 at 5 PM. A vote would be conducted at the next regular meeting. With no further Mayor’s Actions, Mayor Siry moved to the agenda items. 1 Board of Trustees Minutes October 8, 2020 Licenses: Douglas R. Snow, 130 Lebrun Ave., Amityville The resident requires two Pod storage units in order to finish floors for a period of 28 days. MOTION to APPROVE was made by Trustee Bernius and seconded by Trustee O’Neill Vote on Motion: Mayor Siry aye Deputy Mayor Smith aye Trustee Bernius aye Trustee Whalen aye Trustee O’Neill aye Motion Carried: 5 aye 0 nays Deputy Treasurer Request to approve the abstract from September 23rd– October 6th MOTION to APPROVE was made by Trustee Bernius and seconded by Deputy Mayor Smith Vote on Motion: Mayor Siry aye Deputy Mayor Smith aye Trustee Bernius aye Trustee Whalen aye Trustee O’Neill aye Motion Carried: 5 aye 0 nays Request from Department of Public Works Request to pay Motive Parts Company for Bills #1 and #2 in the amount of $6,755.60 (A8560.250) MOTION to APPROVE was made by Deputy Mayor Smith and seconded by Trustee O’Neill Vote on Motion: Mayor Siry aye Deputy Mayor Smith aye Trustee Bernius aye Trustee Whalen aye Trustee O’Neill aye Motion Carried: 5 aye 0 nays Request to pay Global Fueling Systems for new sump cover supplies DEC Compliance in the amount of $4,111.07 (A1625.410) Request to pay Global Fueling Systems for Repairs as per quote Q30217 in the amount of $4,698.17 (A1625.410) MOTION to APPROVE the two agenda items above (b. and c.) was made by Deputy Mayor Smith and seconded by Trustee Bernius Vote on Motion: Mayor Siry aye Deputy Mayor Smith aye Trustee Bernius aye Trustee Whalen aye Trustee O’Neill aye Motion Carried: 5 aye 0 nays 2 Board of Trustees Minutes October 8, 2020 Request from Jo Pettit for Amityville Rotary Club to tie pink ribbons on the gazebo and trees in that area; then switch to red, white and blue for Veterans in November MOTION to APPROVE was made by Trustee Bernius and seconded by Trustee O’Neill Vote on Motion: Mayor Siry aye Deputy Mayor Smith aye Trustee Bernius aye Trustee Whalen aye Trustee O’Neill aye Motion Carried: 5 aye 0 nays Request from Building Department Request from Michael Esposito, Vittorio’s Restaurant, 184 Broadway, Amityville to install a temporary decorative barrier on the sidewalk of Greene Avenue for outdoor dining. A discussion ensued about the need to offer support for businesses struggling during the Covid epidemic while ensuring sidewalks are accessible and safe for pedestrians. Mayor Siry recommended the sidewalk be closed which would require pedestrians to use sidewalk across the street for a limited time. Bruce Kennedy advised the Board to identify an end date on this action. MOTION to APPROVE and close the sidewalk on Greene Ave. at west side of Broadway until November 30th was made by Trustee Bernius and seconded by Trustee O’Neill Vote on Motion: Mayor Siry aye Deputy Mayor Smith aye Trustee Bernius aye Trustee Whalen aye Trustee O’Neill aye Motion Carried: 5 aye 0 nays Request from the Village Attorney Request to approve the community impact fee schedule for Avalon Bay MOTION to APPROVE was made by Trustee Whalen and seconded by Trustee O’Neill Vote on Motion: Mayor Siry aye Deputy Mayor Smith aye Trustee Bernius aye Trustee Whalen aye Trustee O’Neill aye Motion Carried: 5 aye 0 nays 3 Board of Trustees Minutes October 8, 2020 Other Discussion Trustee Bernius announced the Veteran’s Day ceremony would be taking place Nov. 11th without the high school band. Mayor Siry asked the Board to consider the pros and cons of accepting a donation of property on South Bayview Ave. He stated it would be nice to have additional greenspace. Trustee Bernius said School District Superintendent Dr. Mary Kelly was ok with potentially opening the Park Avenue Senior Center to socially distanced show movies for the seniors.
