Board of Trustees Minutes February 8, 2021 Meeting called to order at 7:30 p.m. MEMBERS PRESENT: Mayor Dennis Siry, Deputy Mayor Kevin Smith, Trustee Jessica Bernius, Trustee Whalen, Trustee O’Neill ALSO PRESENT: Village Attorney Bruce Kennedy AFD Chief Rob Waegerle APD Chief Bryan Burton Superintendent Bruce Hopper Building Inspector Bryan Donato Clerk/Treasurer Catherine Murdock Assistant to the Mayor Wendy O’Neill The salute to the flag was led by Chief Bryan Burton. Mayor Siry welcomed everyone to the February 8th Meeting of the Board of Trustees, conducted via Zoom Meeting. He thanked DPW for their excellent work during the snowstorm last weekend, which included high wind and flooding as well as AFD and APD for being prepared and responsive while keeping the Village safe. He reminded residents that the Covid-19 pandemic is still a real concern; please wear a mask and follow all CDC protocols. He noted that as of Friday, eligibility for Covid-19 vaccines will now be expanded to individuals with risk factors. It looks like supply issues are slowing improving, he added. Mayor Siry called for Committee Reports for the month of January. Dept. of Public Works (Trustee O’Neill): Trustee O’Neill said we are fortunate to have our DPW, AFD and APD especially during weather events. Highlights from the following report were read: >The department continues to spray sanitizer in all the village owned buildings and disinfecting wipe down door handles push bars railings counter tops daily >Removed the cement footings from the old fence line at the Ocean/ Richmond dock, filled holes with soil. >Carted and disposed of 18.04 tons of C&D, 7.34 municipal waste >Installed 2 memorial teak benches (1 nautical park) (1 Ocean/Richmond dock) >Sign repairs and replacement on going various locations; went over with the police chief for new signage for Burch Ave. (Village by the Bay), repairing village entrance way signs (County Line Road and W. Oak Street) >Tree trimmings and tree removals on going at various locations throughout the village >Repaired a wind damaged ceiling fan in the south beach pavilion also a rodent hole in the fascia >Rebuilding public trash receptacles for various parks and public areas >Park trash and leaf cleanup on going >Repaired hole in roadway Perkins and Riverside >Street sweeping ongoing weather permitting >Continue to clean out the filters on the storm drains >Removed the banner from the railroad via duct on Broadway wind damaged a\nd dangerously hanging hazard traffic >Completed the annual yearly solid waste tabulation for disposal of C&D, Municipal waste, Yard waste, tires, electronic waste: - Municipal waste 42.87 tons - C&D 313.65 tons - Yard waste 417.67 tons - Tires 0.19 tons - Total carted and disposed of for the year 774.38 tons 1  Board of Trustees Minutes February 8, 2021 Amityville Fire Dept. (Trustee Whalen): Trustee Whalen read a breakdown for 2020. 1636 Calls were performed, which was down as a result of people not wanting to go the hospital because of Covid-19. Thankfully there were not a lot of fires in the Village, and mutual aid to North Amityville was reduced as they have a paid crew there now. 2  Board of Trustees Minutes February 8, 2021 Justice Court (Trustee Bernius): Monthly report for Village Justice Court: Grand total reported to the State $13,680.00; Reported to the State as follows: $6,546.00 - Village Justice $709.00 – Assoc. Village Justice $6,425.00 – Parking Violations Penal/Criminal, Vehicle & Traffic, and Village Ordinances: 187 charges were processed by the office, 48 charges were closed; and, $ 7,255.00 was collected in fines and surcharges. Parking: 90 tickets were processed by the office, 50 tickets were collected on; and, $ 6,425.00 was collected in fines & penalties collectively. According to correspondence from Hon. Andrew A. Crecca, Suffolk County Administrative Judge, Amityville Village Court has been awarded a NYS UCS Justice Court Assistance Program (JCAP) grant under the 2020-21 cycle. Amityville is one (1) of 187 courts receiving JCAP funding this year. The Court has been further notified that the Municipality is to expect funding in the amount of $4,026.28 on or before April 1, 2021. Building Dept. (Trustee Smith): Revenue: $14,648.20 26 Permits Issued 38 Inspections Performed 45 Notices of Violation Issued 41 Violations Corrected Fire Marshal performed 5 Fire Safety Inspections Fire Marshal responded to 2 Call-outs. Fire Marshal performed 1 plan review Amityville Police Dept. (Trustee Smith): For January 2021, there were 12 Arrests, , 489 blotters, 50 cases, 164 citations, 1 field intervie, 0 impounds, 0 juveniles, 84 medical aided and 18 traffic accidents. Chief Burton stated that January was a very busy month for the department. They switched tours (days to nights, vice versa) and they have been working on a Police Reform Plan, which is due to the State on April 1st, 2021. It is a lot of work but we are getting closer. Communications are out to inform and invite the community to be involved and to participate in the survey. Mayor Siry reminded everyone to go to Amityville.com to the Police Reform section to see information in English and Spanish. A public hearing will be called for, later in the meeting, on March 8th – we will also be hosting a public meeting on February 16th at 7 pm. Tomorrow we will get the word out on that. He thanked Chief Burton, APD, and the committee for their input and perspectives. 3  Board of Trustees Minutes February 8, 2021 Building Dept. Deputy Mayor Smith reported good news: He began by congratulating Island Drafting Technical Institute (and the Di Liberto’s) for being ranked among the top 100 colleges in the country for return on your investment. He shared that there will be an important budget hearing for the Amityville LIRR Station’s new elevator project on 2-23-21 at 5 p.m. – please go to the Village website, Amityville.com to sign up in advance to attend the meeting. The Mayor reported that Save the Great South Bay, with the Amityville Library, is conducting a webinar on Butterfly Gardens, on Saturday at 10 am. He will bring in a copy of his NYS I.D. card to Village Hall tomorrow. The Board wishes to carry forward previous stipulations and remove the wording “not limited to bands and DJ’s” for the type of entertainment, with permission to conduct entertainment on Fridays through Sundays, from 4 p.m. to 8 p.m. This coincides with what has also been approved for the other yacht clubs. Events on other days would require additional approval from the Board. He stated that the Club does not plan to have any events at all this year but he did not want the Cabaret License to lapse. It has been an issue now for a full year, she said. Building Inspector Bryan Donato said that their Court appearance is likely to be the first Tuesday in March (March 2nd), and they have not yet filed for the Planning Board. We will advise residents when they are scheduled to go before the Planning Board for a preliminary meeting (expected to be March 4th). They may then go to Court if they do not agree with the Planning Board. The Board briefly discussed the need for Dept. of Public Works to adjust the direction of an LED streetlight at the end of South Bay Avenue to avoid light shining into a resident’s home.
