Board of Trustees Minutes January 10, 2022 Meeting called to order at 7:30 p.m. MEMBERS PRESENT: Mayor Dennis Siry, Deputy Mayor Smith, Trustee Whalen, Trustee O’Neill, Trustee Brooks ALSO PRESENT: Chief Bryan Burton AFD Chief Robert Waegerle DPW Superintendent Bruce Hopper Clerk/Treasurer Catherine Murdock Assistant to the Mayor Wendy O’Neill ABSENT: Village Attorney Bruce Kennedy Mayor Siry wished everyone a Happy New Year and invited Chief Burton to conduct the Pledge of Allegiance. He also advised that the remainder of the January and February meetings would be held virtually due to the ongoing high incidence of COVID-19. Deputy Mayor Smith shared that the 2022 Mayor’s Social will be held on March 6th at Unqua Corinthian Yacht Club. He also reminded residents to submit entries for the Distinguished Resident Award by February 1st. Applications and information are available at Amityville.com Mayor Siry then called for Committee Reports to be read by the Trustees for October, November and December. DPW (Trustee O’Neill): November/December Report: ➢ Hauled and disposed of 42.60 tons of yard west, 4.35 tons municipal waste,9.06 tons bulk yard waste. ➢ Armed Services flags were installed at the triangle for Veterans Day ➢ Privacy fencing put up at Police Department parking lot ➢ Holiday decorations installation completed including decorations for the triangle setup sound system and traffic control cleanup of the villages annual tree lighting. ➢ Completed leaf pick up ➢ Addressed timing issues of holiday lights. ➢ Park clean up and parking lot removal of leaves and other debris are ongoing. ➢ Street sign Replacements/ repairs continuing, including a magnetic sign for the building inspector new logo for the newly acquired equipment. ➢ Assisted Avalon Bay with the assessment of the triangle gazabo for repairs. ➢ Working on solutions for two defective storm drains. ➢ In the process of planting tulip bulbs that were donated to the Village at Avon Lake. 500 were donated and 400 have been planted so far. The rest should be completed by the end of week. ➢ Street sweeping is ongoing with the assistance of a truck driver with fan rake, as the leaves are very heavy especially around the storm drains and wind-blown corners. ➢ Assisted the contractor in the fall/winter seasonal inspection of HVAC system for 21 Ireland Pl. ➢ Assisted Quality Air in the repair one (1) roof top air conditioning unit at the main firehouse. ➢ While the fire department was installing their building holiday decorations, the chief of the department observed a bulge in the roof. Statewide roofing was contacted to repair the roof. ➢ Winter equipment and snow/ice control/ equipment readied for the upcoming season. ➢ Continue to dispose and Haul Non-Quarantined yard waste 5.99 tons, Municipal waste 0.59 tons. ➢ Street lighting/holiday lighting installation repairs and replacement weather damage, vandalism and the normal electric problems ongoing. ➢ Vehicle # 63, a 2003 freightliner flow and dump- spreader/plow hauler, was removed from the snow and ice deicing operation due to severe rust and frame deterioration. An emergency 1  Board of Trustees Minutes January 10, 2022 purchase of a detachable sand/salt spreader was made for use on another vehicle at a cost of $9,500.00. ➢ Miscellaneous cleanups and equipment maintenance were performed for fall/winter season. Building Department (Trustee Whalen): November/December Report: Revenue of $41,228.00; 42 inspections performed, 18 notices of violations issued and 6 violations corrected. Amityville Fire Department (Trustee Whalen) October Report: 12 Commercial Building Fires; 82 Rescue Calls; 8 Motor Vehicle Accidents. A total of 164 total incidents. November Report: 6 Commercial building fires; 77 Rescue calls; 3 Misc. Rescue Calls, 14 Motor Vehicle Accidents and, 29 Mutual Aid Rescue. A total of 176 incidents. December Report: 16 Commercial fires; 85 Rescue Calls; 3 Misc. Alarms, 2 Misc. Rescue Calls, and 5 House Fire Calls. A total of 189 incidents. There were a total of 1855 for the year 2021 and so far for 2022, there have been 79 so far. Chief Waegerle reported it has been a busy start to the year, with an average of 8 calls per day. Village Justice Court (Trustee Brooks) October Report: Revenues reported to the State, $18,711.00 including $9,441, Village Justice; $3,370.00, Assoc. Village Justice; $5,900.00, Parking Violations Bureau. Penal/Criminal Vehicle & Traffic and Village Ordinances: 226 charges processed; 137 charges closed; $12,811.00 collected in fines/surcharges. Parking: 165 tickets were process; 67 collected on; and $5,900.00 collected in fines. November Report: Reported to the State, $21,871.00 including $10,469.00, Village Justice; $2,722.00 Assoc. Village Justice; $8,680.00. Penal/Criminal, Vehicle & Traffic, and Village Ordinances: 162 charges processed; 119 charges closed; $13,191.00 collected in fines/surcharges. Parking: 125 tickets processed; 97 tickets collected on; $8,680.00 collected in fines/surcharges. Amityville Beach –Mayor Siry noted the west jetty construction work has been completed but there is a punch list that needs to be completed. Additional paving is needed when the weather warms, however, the gate will be reopened for public access. Amityville Police Department (Deputy Mayor Smith) October Report: 8 Arrests, 589 Blotters, 59 Cases, 178 Citations, 2 Impounds, 1 Juveniles, 94 Medical Aided and 34 Traffic Accidents. Mayor Siry explained Amityville is one of the few entities in the Town of Babylon that has its own police department and dispatch. Babylon Central Dispatch will aid with the additional calls responding to North Amityville calls since their fire department is not currently operational. He invited James Kenning, Jr. a of Babylon Central Fire Alarm, to respond to questions. Mayor Siry relayed to him that the Village still wants the 9-11 calls to come directly to our PD desk – without incurring delays for the Village residents. He confirmed that will be the case. Chief Waegerle noted that other calls not directly called in to APD or from out of the area will go to Babylon Central. The routing to APD from Babylon Central will only take seconds. Integration with our systems and training are now being worked out so there is no delay in any response for residents. Chief Burton stated this is a positive move for the Village. Trustee Whalen confirmed that calling locations will still be known, for example, if a child were to call in an emergency without providing an address. Kenning noted they can detect calling locations and will always switch the call to the Village PD for quick response. Joan Donnison, Bay Village Civic Association, thanked DPW and first responders for the phenomenal job they did during the recent snowstorm. The trucks were out all night long and cleared the roads. Mayor Siry joined in thanking Bruce Hopper and the DPW, as well as the AFD and APD. Metta Klemens of Selah.co.in, a Huntington, NY research firm, introduced his firm and offered to evaluate its effectiveness in speaking on complicated issues.
