Board of Trustees Minutes April 25th, 2022 Meeting called to order at 7:30 p.m. MEMBERS PRESENT: Mayor Dennis Siry, Deputy Mayor Smith, Trustee Whalen, Trustee Brooks MEMBERS ABSENT: Trustee O’Neill ALSO PRESENT: Chief Bryan Burton AFD Chief Gavin Budde DPW Superintendent Bruce Hopper P/T Building Inspector Gregg Doerner Clerk/Treasurer Catherine Murdock Assistant to the Mayor Wendy O’Neill Village Attorney Bruce Kennedy Mayor Siry welcomed everyone to the meeting and invited APD Chief Bryan Burton to conduct the Pledge of Allegiance. Good News Deputy Mayor Smith announced upcoming dates and events, for which information is available on the Village website, including: Saturday, April 30th at 9:30 a.m. at Amityville Beach, 150th Anniversary of Arbor Day Celebration; and St. Martin’s School 5K fundraiser, starting and ending at the beach, 10 a.m. registration Tuesday, May 10th 2nd Community Meeting for the DRI project, 6:30 p.m. to 8:30 p.m. at Park Ave. School South Gymnasium. All are invited to come and participate to review and comment on the projects that are considered for the revitalization of our downtown. Please spread the word. Mayor Siry noted that 29 applications were received in the call for projects. Wednesday, May 18th, 11 a.m. at the Amityville Fire Department, which is a working committee meeting; public is invited. Saturday, May 21st, 9 a.m., Ketcham’s Creek Clean Up by Bay Village Civic Association, Save the Great South Bay Society and Town of Babylon. Sunday, May 22nd, 3 p.m., Masonic Lodge – 100th anniversary celebration followed by a dinner at the lodge; also Historical Society Musicale, St. Mary’s Church Thursday, June 2nd, Rotary Gift of Life Gala Saturday, June 4th, 9 a.m., Historical Society’s Vintage Treasure sale at the Lauder Museum Saturday, June 11th and Sunday, June 12th - Colored Colors Craft Market on the Triangle; also Art in the Park, BACCA, at Nautical Park Mayor Siry then called for Committee Reports to be read by the Trustees for the month of March 2022. DPW (Mayor Siry for Trustee O’Neill): Carted and disposed of 6.54 tons of municipal waste -- Excavated and repaired damaged storm drain with new drainage box and repaving --Completed curbing replacement on Maple Dr. -- Used 8 tons of asphalt on the open storm drainage/curbing/and several potholes -- Continue refurbishment of cement park benches -- Installed a bottom rail in the dog park at the beach -- Sign replacement and repairs damaged in several motor vehicle accidents; added no parking signs Park Ave. and Cedar St. --Thatched grassy areas of Village-owned properties for upcoming growing season -- Dug and cleaned out the storm drain at the end of Edison Ave. for a construction project -- Street sweeping ongoing -- Ballfield grooming and preparation including ongoing repair of flagpole at “B” field --Prepared and stored winter snow /ice spreading equipment, and rotated/inventoried salt and calcium chloride for the 2022 2023 season 1 Board of Trustees Minutes April 25th, 2022 --Set up and broke down the BVCA shredder event and Peterkin Park for AFD Easter egg event --Prepared for AFD Installation event; replaced damaged drop ceiling tiles at firehouse --Tree removals and trimming are ongoing, as are park cleanups --Following a storm on April 19th, patrolled the Village, picked up and removed tree limbs including a large tree blown over at #43 Nicoll Ave (curb/sidewalk/roadway damaged). --Assisted with removal of utility pole knocked down in a motor vehicle accident. (street light needs to be repaired/replaced.) --Cleaned and picked up debris of vandalized decorative lamp posts at Nautical Park. Filed a police report and trying to find replacement parts for the fixtures --Assisted Dynaire Co with. the HVAC service at 21 Ireland Pl. --Working on manufacturing a storm drain cover for parking lot #1, due to a collapse in winter --Investigated a possible breach in a Villages outflow ROW pipe, project ongoing --Removed the plantings from the east raised garden of Village Hall for new plantings; replaced and re-piped the eagle fountain pump --Prepared the beach area bathrooms and sand area for St.Paul’s Easter sunrise services Village Justice Court (Trustee Brooks) Revenues reported to the State $22,058.25 including $8,181.00 Village Justice; $3,972.25, Assoc. Village Justice; $9,905.00; Parking Violations, Penal/Criminal, Vehicle & Traffic and Village Ordinances: 291 charges processed; 177 charges closed; and $12,153.25 collected in fines/surcharges. Parking: 135 tickets processed, 98 tickets collected on, and $9,905.00 collected in fines. Building Department (Trustee Whalen): Revenue of $19,535.50; permits issued 37, permits closed 17, inspections performed 14, There were 15 CO searches, 15 fire safety inspections and 2 fire marshal response to callouts. Mr. Kennedy pointed out a resolution was adopted on 4/11/22 determining it to be an unsafe building as noted in an engineers’ report. In accordance with the Village Code, a notice of unsafe building was filed with the Suffolk County Clerk, was mailed to the owner and posted on premises. Mr. Kennedy requested that those documents and related permits and reports, as well as available information on the installed property fencing be entered into the record. James Bradford Kenealy, Esq. of 553 Broadway, Massapequa, NY, attorney for property owner Amityville Shores, LLC reported to the Board that the mortgage holder/owner is in the process of disconnecting utilities, performing rodent control, filing demolition permits and getting bids on demolition, “to remove it as expeditiously as possible”. Mayor Siry offered to arrange a timeline to get things done and Deputy Mayor Smith proposed 90 days for demolition. Mr. Kenealy agreed that would be more than enough time. Building Inspector Doerner stated the permits will be made available quickly and work will be inspected. Trustee Brooks stressed the need to use certified clean fill, and that the property must be compacted and 6 Board of Trustees Minutes April 25th, 2022 graded to its original state, and be checked for asbestos and lead paint, to which Mr. Kenealy agreed. Trustee Whalen then advised that if there are grease traps in the rear of the property they must be removed.
