He voiced displeasure with the idea, citing concerns about declining property values, privacy and safety. He expressed concern about delivery trucks using Avon Pl. and opposed the rumor that a vacant lot adjacent to them would be converted into a parking lot. He stated that residents do not want to be taken advantage of. Mayor Siry said that would not happen and confirmed that there are in fact talks between the property owners and a supermarket for 127 Broadway, which is an allowable use under the property’s zoning. Should the sale go through, all proper procedures would be followed, including any Zoning Board of Appeals and Planning Board approvals that may be needed. Trustee O’Neill said that while the Village had had conversations with Father Gordon some time ago about the parking lot, they were told the lot was not for sale. Grlic Marino, 50 Avon Pl., also voiced concern about property values and the impact of increased traffic on his quality of life. He said he moved his family here to get away from the city, and Avon Pl. is already a throughway/cut through to Broadway. Safety for the children is a concern. Garo Tekeyan, 54 Avon Pl., expressed similar concerns about safety, including the street angle at Avon Pl. and Broadway, making turning cars and pedestrian crossing difficult. Susan D’Amico, 47 Avon Pl., a 57-year resident, commented that their lovely street would be negatively impacted by traffic. Mayor Siry acknowledged the residents’ concerns and also pointed out that he hopes whatever new business moves in is a thriving business. If there are current traffic concerns with speeding on Avon Place, he hopes Chief Burton and the APD will address it. 7  Board of Trustees Meeting Minutes February 27, 2023 Luba Gretchen Shirley, 32 Avon Pl., stated that only local deliveries are allowed on Avon Pl. by Village Code, and asked the Village to stipulate that a driveway be rerouted to Broadway. Trader Joe’s in Merrick has a driveway of this configuration. She also expressed concern about her safety in getting out of her driveway, potential noise, car exhaust, and light disruption. She also stated that the adjacent property owned by St. Martins is dual zoned as residential and historic. She asked about potential plans for that property, to which Trustee Whalen said that if the Village were to purchase the property it would be for municipal use. Mayor Siry also pointed out that since Broadway is a state road, road opening permits go through the NYS Department of Transportation, as the Village does not have jurisdiction. He also spoke in favor of retail business on Broadway. Deputy Mayor Smith also expressed support for the project. Thomas Tenor, 51 Avon Pl., addressed the Board to ensure that if the church property was to be rezoned, the residents would be notified. He also offered to lend his commercial real estate expertise to the Village. Jim Kohler, 38 Avon Pl., reflected on memories of a once quiet street and asked the Trustees to consider relocating truck deliveries away from Avon Pl. Joan Donnison, Bay Village Civic Association, asked about the cancellation of the Avalon Bay South hearing, to which Mayor Siry explained that Avalon Bay broke off the contract and would not be pursuing the south property for development. She also asked about the formation of a committee to review storefront renovations/facades, approved earlier in the meeting. Façade program applications should be out next week, following up with the Downtown Revitalization Initiative and their work should be done within a year, Mayor Siry said.
