Meeting was called to order at 7:05 p.m.

Mayor Siry welcomed everyone and invited Chief Burton to lead the Pledge of Allegiance. He then called
for April 2023 Committee Reports from the Trustees –Justice Court (Trustee Roger Smith); DPW
(Trustee Michael O’Neill); APD and Beach (Trustee Owen Brooks); Building Dept. (Deputy Mayor
Kevin Smith); AFD and Beach (Trustee Brooks). Reports are attached.
Deputy Mayor Smith announced Memorial Day service is on the 29th at the Village Triangle at 10 a.m.,
Joe Turner’s memorial service is on May 30th, 6 – 8 p.m., at the high school; Kiwanis Golf Outing is June
23rd (see a Kiwanian for info); the Rotary Gift of Life Gala is June 1st (see a Rotarian for info); and the
AFD vs. APD charity softball game will be held at the beach on Saturday, May 13th. On June 10th at 9:30
a.m. (tentatively) there will be a second Walk Audit for the Active Transportation Study. Mayor Siry
added that School Board Elections are on May 16th.

A discussion ensued among the Trustees, Village Attorney and Superintendent of Public Works. Mr.
Kennedy pointing out that this change to the Village right of way would set a precedent and must be
handled accordingly.
MOTION to APPROVE was made by Deputy Mayor Kevin Smith and seconded by Trustee
Roger Smith, with the following stipulations: that the area be restored to grass and must not pose a
tripping hazard; that a certificate of insurance is provided - naming the Village as additional insured; a
street opening permit is secured through the Superintendent of DPW; and the name of the contractor is
provided to the Village – contractor must also call 811 for safe digging and mark-outs).

Mayor Siry noted as an aside that the Save the Great South Bay brush clean-up of Ketcham Creek that
had been planned for June 17th was determined to not be necessary this spring and was cancelled.

Resolutions
Resolution 23-05-08-01 to reallocate appropriate additional revenue to interest and earnings to lower the
real property taxes;
RESOLUTION 23-05-08-01
WHEREAS, at the Board of Trustee Meeting held on April 24th, 2023, the Board of Trustees approved the
proposed 2023-2024 budget in the total amount of $20,641,663, with a real property tax levy of
$14,190,633, and a tax rate of $38.58/100;
WHEREAS, the Board of Trustees desires to reallocate appropriate additional revenue to interest and
earnings to lower the real property taxes;
NOW, THEREFORE, BE IT RESOLVED, that the Board of Trustees approve to amend the following
estimated revenues categories of the 2023-2024 adopted budget: Increase Interest & Earnings from
$107,009 to $137,345; decrease Real Property Taxes from $14,190,633 to $14,168,564, which lowers the
tax rate to $38.52/100; and decrease Payments In Lieu of Taxes (PILOT) from $578,976 to $570,709 as a
result of the lower tax rate.

Mayor Siry advised that there was unregulated parking taking place under the LIRR between County Line
Road and Burch Ave. causing issues, including commercial vehicles. Chief Burton alerted the Board that
there was nothing in the code to address this which is why it is being established as a Village lot.
Public Comments
Diane Mellish, 22 S. Ketcham Ave., Amityville, stated that she has observed the resident parking lot at
Village by the Bay as half empty with 37 cards in the new lot area. She questioned if there will be a
permit required to use this new lot. Mayor Siry replied that this will be treated as commuter parking.
Trustee O’Neill added that this is a first step and the Village will continue to address parking concerns.

>Hauled and disposed of 15.15 tons Municipal waste, 41.94 tons Demo
>Removed six (6) cubic yards from group of storm drains at Bourdette Pl. and Carlton Ave.
>Continue to clean the Village entrance way parking lots parks of weeds debris /litter
>Ballfields being groomed for ball play, preparing the “A” field for opening Day 04/22/2023.
>Asphalt drain Repairs to Village Hall parking lot (excavation, paving, replaced manhole cover)
>Continue to aerate and thatch village owned properties
>Cleaning/repairing/ painting the flower boxes for the upcoming season
>Prepared the fountain at Village Hall and installed pump, as well as pump for fountain in Peterkin Park
>Removed the make-shift dam haphazardly installed by person or persons unknown at the north end of
Peterkin Park the south side of the Bridge (Hartman’s Pond) and removed 3 cubic yards of cement and
rocks/bricks
>Assisted the record archive manager move boxes /records
>Assisted the Rpz tester to perform the annual required test procedure
>Prepared the soil mixture for the upcoming planting season
>Street sweeping is ongoing
>Sign repairs and replacement and new signs ongoing
>Cleaned the Fire house truck room floor for their upcoming events
>Working with the contractor for the green space in commuter parking lot #1; guard rail and planting
>Barricaded off a staging area at east corner of parking lot #1 for the elevator installation at the LIRR

>Landscaping weeding ongoing spreading of mulch in the flower beds and gardens
>Cleaned the front porch and the inside of #18 Ocean Ave.
>Stump grinding on going and stump refurbishing also removed two (2) stumps on the newly acquired
Marsden property #160 South Bayview Ave.
>Planted trees for the Village’s Arbor Day event and put up and removed the Arbor Day flags
>Refurbishing the water tank and making another tank trailer for the newly planted trees and plantings
>Assisting the contractor and the MTA in the Elevator installation at the LIRR station
>Assisted the HVAC contractor clean and flush the intake line for the well pump of contaminates so the
flow gauge can show the proper readings
>Gussied up the Village’s Seaford Skiff float for the TOB 150-year anniversary celebration parade on
04/30/2023 and delivered the boat to the float company/retrieved boat following the parade (a great job,
noted Trustee Brooks and Mayor Siry)
>Prepared soil for the planter boxes for placement throughout the village
>Screened topsoil - 30 cubic yards
>Set up fire house for the downtown Active Transportation Study meeting and walkabout
>Removed and replaced the brick pavers in front of St. Mary’s church (near the N.Y.S. traffic control
junction box) - approximate 50 feet with 4000 pavers.
>Assisted the Amityville Police with a special police assignment
>Cleaned the Storm drains and dock ends following the rainfall of the weekend of the 29th
>Made and installed event signs for the Village’s entrance ways for upcoming event
>Started to remove the graffiti/stickers from the traffic control devices throughout the Village
>Started to clean out the street lined tree wells
>Ballfield grooming and lining ongoing
>Landscaping weeding ongoing daily
>Removed a fallen tree limb from the Smith cemetery and reset the grave marker (also going to redo the
printed sign identifying the interred)
> Spring cleaning of the teak memorial benches
>Assembled and poured mooring anchors for the 5mph no wake buoys for placement this month
