Board of Trustees Special Meeting Minutes October 5, 2023 The Board of Trustees Meeting was called to order at 8:15 a.m. MEMBERS PRESENT: Mayor Dennis Siry, Deputy Mayor Kevin Smith; Trustee Michael O’Neill, Trustee Roger Smith, Trustee Owen Brooks, Jr. MEMBERS ABSENT: AFD Chief Gavin Budde ALSO PRESENT: Village Attorney Bruce Kennedy APD Chief Bryan Burton Building Inspector Michael Breitweg DPW Superintendent Bruce Hopper Clerk/Treasurer Catherine Murdock Assistant to the Mayor Wendy O’Neill Mayor Siry welcomed everyone to the Special Board of Trustees Meeting to pay bills and invited Chief Burton to lead the Pledge of Allegiance. Mayor Siry asked Deputy Mayor Kevin Smith for upcoming events, including Amityville Teacher’s Association Truck or Treat and breast cancer walk at AMHS on Oct. 29th; Rotary Apple Festival, Oct. 7th; Ragamuffin Parade and AMHS Homecoming Parade on Oct. 21; “The Wall That Heals” Vietnam tribute on display Oct. 5th - 8th at Tanner Park, and the Haunted Harvest on 10/7 on Park Avenue. Mayor’s Actions Request to approve Board of Trustees special meeting minutes of September 25th, 2023 MOTION TO APPROVE was made by Trustee Roger Smith and seconded by Trustee Brooks Vote on Motion: Mayor Dennis Siry aye Deputy Mayor Kevin Smith aye Trustee Michael O’Neill aye Trustee Owen Brooks aye Trustee Roger Smith aye Motion Carried: 5 ayes 0 nays Request to approve the hire of Kenneth Jacobs, Wesley Peterson, and Charles Scudlo to the position of Code Enforcement Officer, with a starting salary of $20.00 per hour MOTION TO APPROVE was made by Trustee O’Neill and seconded by Trustee Roger Smith Vote on Motion: Mayor Dennis Siry aye Deputy Mayor Kevin Smith aye Trustee Michael O’Neill aye Trustee Owen Brooks aye Trustee Roger Smith aye Motion Carried: 5 ayes 0 nays Licenses Storage of Trailer – New Andre Holmes, 72 Purdy La., Amityville Co-applicant Lisa Holmes explained that her family needs to have a safe dwelling to live in while they dormer the second floor and make other improvements prior to moving in. As such, they wish to place a mobile home on the front lawn for 4-8 weeks during construction. The Mayor, Trustees and Village Attorney pointed out that such trailer approval is usually reserved for emergency repairs, and questioned whether their timeline was too ambitious, and pointed out Planning Board approval may also be required, adding to their timeline. Realtor Jenn Ronzo explained that they expect to close on their current and new homes in early November and they need to plan for temporary accommodations. 1 Board of Trustees Special Meeting Minutes October 5, 2023 The Board welcomed them to the community but recommended that they pursue other temporary housing options. Ketcham Ave., asked if the new quality of life officers would be assigned on weekends, which was affirmed. She added that the Apple Festival will be held in the Park Ave. gym if it is raining. If raining, the Farmer’s Market will not be held at 9/11 Park. A brief conversation ensued about changing the Village Code for parking ratios for multiple dwelling units as they do not appear to be sufficient. Village Attorney Bruce Kennedy advised that the Board be scientific about choosing a new ratio and use an expert to develop new guidelines.
