ANACONDA-DEER LODGE COUNTY
BOARD OF PUBLIC HEALTH MEETING MINUTES
Thursday, August 22, 2016, 4.30pm
Anaconda Community Center, 3rd Floor Conference Room
Present: Margaret Osika, John Drastal, Jane Dierenfeldt (BOH Chairperson), Kate Coward,
Terry Vermeire, Sandy Bivins and Kitty Basirico
Excused: J.D. Anderson, Cindy Reed (Health Officer), Audrey Matteson, Karen Solberg,
Absent: Karen Courtney
Guests: n/a
I. Call to Order – Jane Dierenfeldt called the meeting to order at 4:40 PM
II. Terry Vermeire motioned to table approval of the July minutes, Margaret Osika
seconded and the motion passed with all in favor.
III. DEPARTMENT REPORTS
A. Environmental Health Department – no comments.
B. School update – The School District is considering someone who will
graduate from Tech in December 2016. Public Health Department has
offered its assistance in the interim. Discussion was held on how other
counties’ school districts handle nursing services.
C. Public Health Department - Kitty Basirico will inform the BOH on updates of
the school nurse position. She will consult with Sue Hansen, Director
Beaverhead County Public Health Dept. on how they collaborate with their
school district.
D. County/Commission Update - See Superfund update.
E. County/Superfund Update – Terry Vermeire commented on some aspects of
the Superfund Public Hearing and history of Superfund as follows:
14.9 – termination without cause -refers to unforeseeable things in
the future,
A-DLC and Atlantic Richfield (AR) will run the Institutional Controls
program which will be fully funded by AR,
2010 – negotiations started,
2014 – Roy Thun no longer with AR,
1994 Conveyance will go away – waste will still remain in place,
A quarter of a million dollars for the Golf Course,
EPA will continue with their Five Year Reviews – if a good report and
extra million,
AR is still stepping up for the Community Protective Measures
Program,
Margaret Osika suggested that a document be prepared in plain
language as an aid for the public to better understand the issues.
F. Code Enforcement Officer - no update
G. Other updates - none
IV. Old Business:
BOH Vacancies – JD Anderson’s term is up on September 7th and he is not seeking
reappointment. Kate Coward expressed interest in applying as voting member of the
BOH which would open up both ex-officio positions.
Strategic Planning update: Has no met since last BOH meeting.
V. New Business:
Margaret Osika commented on the recent County Board training saying it was very
good. Suggestion was made that BOH members set up email addressed to be used
solely for BOH business. Kitty Basirico asked that the BOH members email her their
new addresses within two weeks. Margaret Osika will provide NALBOH with the
updated email addresses.
VI. Miscellaneous/Announcements, including educational offerings:
- Ordinance 246 – establishing a Local Advisory Council on Mental Health -terry
Vermeire asked for an update and underlined the fact that the only issue was
with the number of members that constituted a quorum. Kitty Basirico is
working on an updated draft.
- West Valley – truck spraying for mosquitos. Discussion was held on the
procedure with which the public is notified. Example was brought forth of bee
keepers and home owners not wanting their properties sprayed. Wind present
during spraying is also an issue. West Valley, Opportunity Mosquito and County
Boards will be contacted. BOH would like to view the By-Laws of these boards.
Suggestion was made to invite representatives to a BOH meeting.
VII. Public Comment:
- Both the West Valley and the County ISO ratings have improved 9 to 6 and 6 to 4
respectively. This means a lower home insurance rate.
VIII. John Drastal motioned to adjourn the meeting at 6:15 PM, Sandy Bivins seconded
the motion and the motion passed with all in favor.
