ANACONDA-DEER LODGE COUNTY BOARD OF PUBLIC HEALTH MEETING MINUTES Thursday, January 12, 2017. Anaconda Community Center, 3rd Floor Conference Room Present: Margaret Osika, John Drastal (via Skype), Jane Dierenfeldt (BOH Chairperson), Audrey Mattson, Kitty Basirico, Sandy Bivins (via Skype), Terry Vermeire (A-DLC Commissioner), and Karen Solberg. Excused: Cindy Reed (Health Officer), Kate Coward Absent: none Guests: Tim Barkell, Chief of Law Enforcement for A-DLC, Amanda Bohrer, A-DLC Tobacco Prevention Specialist I. Call to Order – Jane Dierenfeldt called the meeting to order at 4:35 PM II. John Drastal motioned to approve the December minutes, Margaret Osika seconded and the motion passed with all in favor. III. Jane Dierenfeldt introduced Chief Barkell who enlightened the board on various aspects of the Law Enforcement Department. Topics discussed were: drug use in the county, disposal of prescription drugs, mental health and traumatic brain injury training for Law Enforcement (LE), how LE handles offenders with mental health issues, types and quantity each crime present in the county, how offenders are transported from place to place, policy regarding parking in “yellow zone” areas especially around the schools, other health related issues of concern to LE. Kitty asked about the procedures followed when there is a death that falls under the FICMMR (fetal, infant, maternal) guidelines as part of a survey that is being disseminated statewide. Chief Barkell addressed each topic in detail and answered additional questions from board members. IV. DEPARTMENT REPORTS A. Environmental Health Department – no questions. B. School Update – no report – Heidi Nielsen may be able to attend next meeting. C. Public Health Department – Report given. No additional questions were asked besides those mentioned elsewhere in the minutes. D. County/Commission Update - brief discussion was held on news item regarding potential truck stop at Ramsey and hypothetical A-DLC options. E. Superfund Update – now back on track after elections and holidays. F. Code Enforcement Officer – no report. G. Other updates - none V. Old Business: - Clean Indoor Air Act (CIAA) proposed modification for A-DLC – Amanda Bohrer update – Amanda informed the Board that she had met with the County Attorney last week and provided him with the Sander’s County modification. She also mentioned that we had the first CIAA violation in town for 2017. It occurred at Family Dollar and she said the staff there was very receptive and the situation has been addressed. Amanda also informed the Board that she met with Mrs. Hurley at school along with the student council to get youth involved in process. All are on board. Statistics provided that only 4% of Montana adults vape but that youth usage has risen exponentially over 900%. Youth are vaping illegally. One student spoke up and said that the 5th and 6th graders need to make better decisions for the benefit of the 7th and 8th graders. Commissioner Vermiere asked that he be invited to the next meeting. Amanda reminded the students that once they turn 13 they can join the A-DLC reACT coalition and participate fully in their activities. Until then they will work with Mrs. Tammy Hurley, Principal Fred Moodry, and Mr. Krakowka, County Attorney, to draft ordinance language. - Mosquito spraying presentation – Discussion was held to determine Board availability to meet on February 8th instead of 9th to permit Mr. Sempel to attend the meeting. All Board members expressed their availability and the meeting date for February was moved to the 8th. - LEPC – Kitty said she had not heard back from the State yet and would contact then before the next meeting. - BOH Strategic Planning bylaws update – no update. - BOH Vacancies – With the resignation of Margaret Osika from the Board we now have one voting member and two ex-officio member positions open. Jane thanked Margaret for her service and continued interest in the board. Margaret mentioned that she may attend future meetings as a member of the public. - BOH meeting dates – next meeting February 8th to permit presentation, other dates listed below. VI. New Business: none VII. Miscellaneous/Announcements, including educational offerings; suggestions for the good of the Board of Health: Karen Solberg informed the Board that there was an issue with the Signing of the Cooperative Agreement. VIII. Public Comment: none IX. Audrey Mattson motioned to adjourn the meeting at 6:45 PM, Terry Vermeire seconded the motion and the motion passed with all in favor.
