CALL TO ORDER Chair Rivera convened the Special Assembly Meeting of November 10, 2020 at 5:03 p.m. 2. ROLL CALL Present: Felix Rivera, Pete Petersen, Crystal Kennedy, Kameron Perez-Verdia, Meg Zaletel, Forrest Dunbar, John Weddleton, Christopher Constant, Jamie Allard Suzanne LaFrance Excused: None A quorum was achieved with 10 Assembly members present or participating telephonically. 3. PLEDGE OF ALLEGIANCE AND LAND ACKNOWLEDGMENT Barbara Jones, Assembly Department, Municipal Clerk, led the Pledge. Assembly Member Suzanne LaFrance read the Land Acknowledgement. 4. OLD BUSINESS 4.A. NOTICE OF RECONSIDERATION: Ordinance No. AO 2020-117, an ordinance of the Anchorage Municipal Assembly providing for business personal property tax relief to eligible taxpayers financially impacted by government orders, as an economic stimulus measure in response to the COVID-19 public health emergency, Assembly Member Kennedy. 4.A.1. Assembly Memorandum No. AM 620-2020. 4.A.2. Summary of Economic Effects for AO 2020-117. 4.A.3. Ordinance No. AO 2020-117(S), an ordinance of the Anchorage Municipal Assembly providing for business personal property tax relief to eligible taxpayers financially impacted by government orders, as an economic stimulus measure in response to the COVID-19 public health emergency, Assembly Member Kennedy. (CARRIED OVER FROM 10-27-2020. FAILED 11-4-2020. NOTICE OF RECONSIDERATION WAS GIVEN BY MS. ZALETEL 11-5-2020, SECONDED BY MS. KENNEDY.) Crystal Kennedy moved, to Reconsider AO 2020-117 Suzanne LaFrance seconded, and this motion Passed 9 - 1. AYES: Felix Rivera, Pete Petersen, Suzanne LaFrance, Crystal Kennedy, Kameron Perez-Verdia, Meg Zaletel, Forrest Dunbar, John Weddleton, Jamie Allard NAYS: Christopher Constant Meg Zaletel moved, to Approve AO 2020-117(S) Suzanne LaFrance seconded, and this motion did not come to a vote. Meg Zaletel moved, to Postpone AO 2020-117(S) to the Regular Suzanne LaFrance seconded, Assembly Meeting of November 17, 2020 and this motion Passed 8 - 2. Assembly Memorandum No. AM 569-2020. Chair Rivera continued the public hearing. Eugene Carl Haberman testified. Chair Rivera closed the public hearing. 5.E. THIRD PUBLIC HEARING: Resolution No. AR 2020-353, a resolution approving the 2021-2026 Municipal Utilities/Enterprise Activities Capital Improvement Programs, Office of Management and Budget. 5.E.1. Assembly Memorandum No. AM 570-2020. Assembly Chair Rivera continued the public hearing. There was no one to testify and he closed the public hearing. 5.F. THIRD PUBLIC HEARING: Ordinance No. AO 2020-108, an ordinance adopting and appropriating funds for the 2021 Operating and Capital Budgets of Anchorage Community Development Authority, Office of Management and Budget. 5.F.1. It is an actionable statement that marks our collective movement towards decolonization and equity. The Anchorage Assembly would like to acknowledge that we gather today on the traditional lands of the Dena’ina Athabascans. For thousands of years the Dena’ina have been and continue to be the stewards of this land.
