CALL TO ORDER Chair Rivera convened the Special Assembly Meeting of November 16, 2020 at 6:05 p.m. 2. ROLL CALL Present: Jamie Allard, Pete Petersen, Suzanne LaFrance, Forrest Dunbar, Felix Rivera, John Weddleton, Christopher Constant, Crystal Kennedy, Kameron Perez-Verdia, Meg Zaletel Excused: None A quorum was achieved with 10 Assembly members present or participating telephonically. 3. PLEDGE OF ALLEGIANCE AND LAND ACKNOWLEDGMENT Assembly Vice Chair John Weddleton led the pledge. Assembly Member Forrest Dunbar read the land acknowledgment. 4. NEW PUBLIC HEARINGS Acting Mayor Austin Quinn-Davidson spoke. 4.A. Resolution No. AR 2020-398, a resolution of the Anchorage Assembly for a sixth extension of the Declaration of Civil Emergency (COVID-19) issued by the Mayor of the Municipality of Anchorage on March 12, 2020, Acting Chair Rivera. 4.A.1. Resolution No. AR 2020-398(S), a resolution of the Anchorage Assembly for a sixth extension of the Declaration of Civil Emergency (COVID-19) issued by the Mayor of the Municipality of Anchorage on March 12, 2020, Department of Law. Meg Zaletel moved, to Approve AR 2020-398(S) Forrest Dunbar seconded, and the motion on this document, as amended, Passed 7 - 3. AYES: Pete Petersen, Suzanne LaFrance, Forrest Dunbar, Felix Rivera, Christopher Constant, Kameron Perez-Verdia, Meg Zaletel NAYS: Jamie Allard, John Weddleton, Crystal Kennedy Meg Zaletel moved, to Amend AR 2020-398(S) with Zaletel, Rivera, Forrest Dunbar seconded, Dunbar Amendment No. 1 AR Page 4, beginning at line 2; renumbering Section 3 to 4 and subsequent sections accordingly, and adding a new Section 3 as follows: Section 3. The Administration shall create a clear set of metrics, leveraging the data, best practice, and current information available through the Anchorage Health Department, UAA and other partners, that will reflect the key indicators and thresholds for risk the Municipality relies upon in deciding whether to tighten or loosen restrictions, which may result in revised or new Emergency Orders. The metrics shall be published on the Municipality’s COVID-19 Updates webpages when available and updated not less than weekly. The Municipality shall conduct a public education campaign about the metrics. The Administration shall include updates about the progress of creating the metrics and dashboard in the Administration's weekly COVID-19 Assembly Update report. and this motion Passed 10 - 0. AYES: Jamie Allard, Suzanne LaFrance, Forrest Dunbar, Felix Rivera, John Weddleton, Christopher Constant, Crystal Kennedy, Kameron Perez-Verdia, Meg Zaletel NAYS: Pete Petersen Austin Quinn-Davidson, Acting Mayor, spoke. Jason Bockenstedt, Mayor's Office, Deputy Chief of Staff, spoke. Dr. Andrea Caballero spoke. John Weddleton moved, to Postpone AR 2020-398(S) to the Regular Crystal Kennedy seconded, Assembly Meeting of November 17, 2020 and this motion Failed 4 - 6. AYES: Jamie Allard, Suzanne LaFrance, John Weddleton, Crystal Kennedy NAYS: Pete Petersen, Forrest Dunbar, Felix Rivera, Christopher Constant, Kameron Perez-Verdia, Meg Zaletel John Weddleton moved, to Amend AR 2020-398(S) adding to the end of Suzanne LaFrance seconded, Section 2: "and the impact on the emergency brought about by existing and previous emergency orders" and this motion Passed 10 - 0. AYES: Jamie Allard, Pete Petersen, Suzanne LaFrance, Forrest Dunbar, Felix Rivera, John Weddleton, Christopher Constant, Crystal Kennedy, Kameron Perez-Verdia, Meg Zaletel 5. It is an actionable statement that marks our collective movement towards decolonization and equity. The Anchorage Assembly would like to acknowledge that we gather today on the traditional lands of the Dena’ina Athabascans. For thousands of years the Dena’ina have been and continue to be the stewards of this land.
