ABSENT:
The City Council of the City of Andalusia, Alabama, met in room 340 at City Hall for a
work session at 12:00 p.m. for the purpose of planning and finalizing the agenda.

Mayor Johnson presented the minutes from the regular meeting on June 2, 2026.
Councilmember Nix moved to approve the minutes. Councilmember Mount seconded the
motion, which passed unanimously.
COUNCIL APPROVES ABC BOARD APPLICATION FOR ALDI INC, ALABAMA,
TRADE NAME; ALDI 101, 130 COVINGTON MALL ANDALUSIA, AL:
Mayor Johnson presented an application for a 050 – Retail Beer (Off Premises Only) and
070 – Retail Table Wine (Off Premises Only) for ALDI Inc, Trade Name: ALDI 101, 130
Covington Mall, Andalusia, AL. Councilmember Mount moved to approve the application.
Councilmember Craig seconded the motion. Mayor Johnson called for a vote, which produced
the following:

COUNCIL APPROVES RESOLUTION NO. 2026-15, AUTHORIZING RETIREE
LONGEVITY BONUS, PER ACT 608 OF THE LEGISLATURE OF THE STATE OF
ALABAMA:
Mayor Johnson presented Resolution No. 2026-15, authorizing a retiree longevity bonus,
per Act 608 of the Legislature of the State of Alabama.

RESOLUTION 2026-15
Be it resolved that the City Council of the City of Andalusia, through its
governing authority, elects to come under the provisions of Section 2 of Act 608 of
the Regular Session of the 2026 Legislature.
The City of Andalusia agrees to provide all funds necessary to the Employees’
Retirement System to cover the cost of the one-time lump sum payment as
provided for by this Act for those eligible retirees and beneficiaries of deceased
retirees of The City of Andalusia, with the aforementioned lump sum payment,
estimated to be approximately, $22,306 being paid in December 2026.

the foregoing is a true and correct copy of the Resolution passed on this 17th day of
June, 2026.

Councilmember Powell moved to approve Resolution No. 2026-15. Councilmember Nix
seconded the motion, which passed unanimously.

COUNCIL APPROVES RESOLUTION NO. 2026-16, ABATEMENT OF NUISANCE
PROPERTIES:
Mayor Johnson presented Resolution No. 2026-16, abatement of nuisance properties.

RESOLUTION NO. 2026-16
BE IT RESOLVED by the City Council of the City of Andalusia, Alabama that we,
after having examined the report of the City Building Inspector, do hereby find that the property
in question specifically described below and denominated as parcel numbers by the Revenue
Commission of Covington County is hazardous to the health, safety, welfare, and morals of the
citizens of Andalusia and thereby constitute a public nuisance pursuant to the Alabama Act No.
94-540 as adopted by the City Council of the City of Andalusia:
1) 203 Smith Street parcel # 1304184401025001
2) 216 Lori Lane parcel # 1309292002027000
3) 305 Nineth Street parcel # 1304173302016000
4) 304 Opp Avenue parcel # 1304184401017000
5) 801 First Avenue parcel # 1304171003005000
6) 905 Will Coleman Dr. parcel # 1304171001014003
BE IT FURTHER RESOLVED that the City Council hereby authorizes the Building
Inspector to proceed with the abatement of these nuisances as authorized under the State of
Alabama Act. No. 94-540 as adopted by the City of Andalusia.

seconded the motion, which passed unanimously.
COUNCIL APPROVES RESOLUTION NO. 2026-17, AUTHORIZING A CONTRACT
FOR ENGINEERING SERVICES FOR REBUILD ALABAMA GRANT PROJECT:
Mayor Johnson presented Resolution No. 2026-17, authorizing a contract for engineering
services for the Rebuild Alabama grant project.
THE CITY OF ANDALUSIA
ANDALUSIA, ALABAMA
RESOLUTION NO. 2026-17
A RESOLUTION AUTHORIZING A CONTRACT FOR ENGINEERING SERVICES
FOR A REBUILD ALABAMA GRANT PROJECT
WHEREAS, the City of Andalusia has received a $350,000 Rebuild Alabama Grant
from the Alabama Department of Transportation for street resurfacing and intersection
improvements in the City of Andalusia; and
WHEREAS, the local match for the project is $241,750, and the engineering design is
$51,000.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of
Andalusia, Alabama, that $292,750 be appropriated from the Rebuild Alabama Gas Tax Account
to complete the project.
BE IT FURTHER RESOLVED, that the mayor is authorized to execute an agreement
for engineering services with Southern Engineering Solutions, Inc., to effectuate the intent of this
resolution.

ANDALUSIA, AL:
Mayor Johnson presented an application for a 140 Special Events Retail application for
Off the Traxs, LLC, Trade Name: Off the Trax BBQ Show Down, 238 S Cotton Street,
Andalusia, AL. Councilmember Boswell moved to approve the application. Councilmember
Mount seconded the motion. Mayor Johnson called for a vote, which produced the following
results:
