Urban areas are especially hazardous for birds due to pollution, clear and reflective glass, cats, power lines, and a host of other things. Teaming up with artists, nonprofits, schools, the chamber of commerce, and other groups can tastefully address the shelter designs, as well as making it financially viable (tasteful art space to promote regional or municipal events can also offset costs, as well). If 150 shelters are modified, anywhere from 150-1800 birds could be saved each year. The majority of birds impacted are hummingbirds, warblers, thrushes, and migratory species. 20% of what is currently picked up are hummingbirds and 40% are warblers and thrushers with an additional 15% being chickadees and woodpeckers. Bus stops play a role and create problems. Believe it would be great for schools, scout groups and local businesses to sponsor a bus stop. Ground level to the first 60 ft should be bird safe - the higher birds get many can navigate better. Washtenaw Safe Passage is currently working to certify citizens as window artists to paint window art that is bird safe. Commissioner Thiefels will followup with Ms. Trudell. Commissioners Grillet and Kotarski will share this item with the Design Review Board for their consideration. This may also be a good opportunity for a youth engagement project and participation. CM Ramlawi recommends contacting the Transportation Collaboration Committee which meets the 2nd Wednesday. Recent UM graduate student of Sociology and Arts/Ideas at the Residential College. Project on market research via ICE startup through the TechArb. Prior coursework in market research and as a free lance artist, Caleb is amazed by what is happening in Ann Arbor and is a interested in tech art history and the ecosystem within the city. Social and art ideas are interested as well. Caleb is looking for ways to help find funding and work with local companies and stakeholders to expand public art within the city. It appears that sometimes the systems work in tandem and not so well at other times not so much. Interested in exploring where the funding comes from for projects in the city - Interested in - how the commission works with outside entities - how it works together with other entities within the city. Presented PRESENTATION Michael Pettigrew, Treasury Services Manager for the City of Ann Arbor. Conversation regarding the insurance policy updates Discuss insurance policy updates relating to the Public Art collection. significant financial losses - premium going up and coverages going down. Hylant Group engaged them and started in Sept to market the city policies. City able to save 12% and rates increased by only 21%. New property carrier is Zurek and have improved sublimits for fine arts coverage. Current installations are covered through February 29th as part of property insurance and art within 1000 feet of an insured location with a $500,000 limit and the CIty will pay the first $50,000 - at scheduled locations (City Building attached) unscheduled (Parks, etc.) March 1st continue to be covered and will have a 2 mill limit and will not exceed 775k per item. We are self insured and money is set aside within current budget reserves to cover claims. Assign the value and capture it as installed and then add them to the insurance schedule. The Stadium Blvd bridge is not a scheduled location and the City will share this information with Hylant. Currently covered under the agreed value - how much to pay to replace the fine art piece? Cost to build and install as a starting point. First 50,000 will be paid out of pocket. Staff will schedule a meeting with Finance to determine next steps for appraisal process. Approved as presented APPROVAL OF MINUTES Approved as presented City of Ann Arbor Page 3 Ann Arbor Public Art Commission Formal Minutes - Final February 6, 2020 REPORT FROM CHAIR City Gallery Art - Ruth Crowe (Ann Arbor, MI) - Local artist and neighbor from Old Westside. Ms. Crowe explores with encaustic and vintage photos. Her work is a fusion of digitally altered vintage photos combined with layers of other images, photos and text as well as using wood panels with encaustic medium to fuse images and the use of assemblages in different vessels. Ms. Crowe will show pieces in the upcoming opening of the inaugural exhibition of the Guild of Art and Artisans set for Friday, February 14th from 6-9 at 118 N Fourth Ave (between Huron and Ann) Commissioner Grillet will also showcase a few of her pieces at this event. Presented NEW BUSINESS Review of Goals/Project Report - Please review and share any changes or updates. This product will be shared with City Council as per City Charter. Vote to accept the report will also approve the creation of new Policy and Governance Work Group. CIP Report - No new enhancements or projects at this time. Will share with City Council as required. AAPAC may add time at the next meeting for new commissioners to discuss and review the CIP updates. Youth Outreach Group working collaborative with the City Clerks office on the "I VOTED" sticker campaign. Commissioner Copi reminds all to continue to share and get the word out to bring awareness to this exciting event. Commissioner Leonard received an email within the AAPS district, that went out to all teachers K-12. Materials and design requirements are easy to understand, believe we'll see great participation. City of Ann Arbor Page 4 Ann Arbor Public Art Commission Formal Minutes - Final February 6, 2020 REPORT FROM STAFF Cityworks Maintenance Report - Public Art Maintenance and Financial Reporting - The public art collection has been entered into Cityworks providing staff with the ability to track annual inspections, maintenance and financial costs. * The Public Art Commission is please with this step forward in professionalizing AAPACs' approaches to the very valuable public art holdings on behalf of the taxpayers and stakeholders of the city. Youth Art Month Update - Sandra Andrade, Executive Director of the Main Street Area Association and her team are pulling things together and will share an update soon - Collaboration with AAPS and the Ann Arbor Art Association. Reception set for Sunday, March 8th 1-3pm at the Art Center interested in attending, reach out to Commissioner Leonard. Hired two UM students who will install temporary art in the downtown area - locations tbd. This year two student artists were hired (from the School of Architecture and the STAMPS School of Art) to create art made from recycled materials - project focuses on "how to reduct waste". City Council Policy Agenda Committee - A new policy agenda will be included in the budget. Staff presented a list of recommendations to the committee. After feedback from Council, City Clerks office will draft language to include in the policy agenda document. AAPAC items for committee consideration will be heard in February, with a final recommendation due in March. Business Owners and Developers - Design Review Board report is attached for your review. This report will be shared with Planning Commission as they continue conversations to include public art. Leadership Forum - Commissioner Mexicotte will reach out to members to check calendars for a meeting later in the month. Youth Outreach - Jonah Copi would like to thank Colleen Crawley for all her work with the commission and we are sad to see her go. Work group welcomes Peggy Leonard and we are excited to continue moving forward with Youth Outreach projects. The "I Voted" sticker design contest is a citywide contest is open to all City of Ann Arbor residents and K-12 students. Winners will be chosen in three categories, with all winning stickers being printed and/or digitally distributed to voters on Election Day. Unique prizes for winners in each category will be awarded. The City may also use any of the submissions in election-related promotional materials or displays at special events.
