Larcom, Jr. Building, 2nd Floor Council Work Room, 301 E. Huron Street. ROLL CALL City Clerk Jacqueline Beaudry, Deputy City Clerk Jennifer Alexa, Assistant City Attorney Kristen Larcom, Treasury Supervisor Crystal Allen, Deputy Treasurer Mike Pettigrew, AAPD Lt. Renee Bush, and Building Official Glenn Dempsey were in attendance. Present: 4- Kathy Griswold, Jeff Hayner, Jane Lumm and Ali Ramlawi APPROVAL OF AGENDA A motion was made by Councilmember Ramlawi, seconded by Councilmember Griswold, that the Agenda be approved as presented. On a voice vote, the Chair declared the motion carried. APPROVAL OF MINUTES 19-0191 Council Liquor License Review Committee Meeting Minute of January 11, 2019 A motion was made by Councilmember Ramlawi, seconded by Councilmember Griswold, that the Minutes of January 11, 2019 be approved by the Commission and forwarded to the City Council by 3/4/2019. On a voice vote, the Chair declared the motion carried. PUBLIC COMMENT None. NEW BUSINESS None. UNFINISHED BUSINESS City of Ann Arbor Page 1 Council Liquor License Review Meeting Minutes - Final February 1, 2019 Committee Annual Liquor License Renewal Process Deputy City Clerk Jennifer Alexa reported on the status of the outstanding liquor license renewals from the last meeting. Ms. Alexa stated letters were sent to the two objections by the City Fire Marshal, Aut Bar and Amadeus, requesting contact with the Fire Inspection Bureau prior to this meeting. Ms. Alexa stated the Fire Marshal has removed her objections as both businesses are now scheduled for inspection. Deputy Treasurer Mike Pettigrew reported on the objections regarding past-due personal property taxes. He stated as of today, three businesses still have financial obligations owed, Ashley's Bar, Banfield's, and Sylvio's Organic Pizza. Mr. Pettigrew stated Sylvio's personal property taxes owed are due to a missed filing of a request for tax exemption status. The reassessed value, if the status was properly filed, would be $1700 and the business owner has a payment plan in place to catch up. Mr. Pettigrew stated the Treasurer is not objecting to Sylvio's due to the payment arrangement that has been made. Councilmember Griswold requested a summary of the City Treasurer's policy regarding relief for tax exemptions that are missed, to ensure a fair application to all businesses. Councilmember Lumm requested staff also confirm that all $90 invoices are paid. Lt. Renee Bush reported out on the Police Department process for review of all liquor-licensed businesses. She stated the Police Department is not formally objecting this year to any renewals. She reported on the City's involvement with the TIPS program and Raise the Bar with the University of Michigan. Lt. Bush also noted that HOMES Brewery received a 15-day suspension from the MLCC due to an OUIL conviction of the owner. Glenn Dempsey, City Building Official, stated there are no objections from the Building Department this year. Councilmember Griswold moved, seconded by Councilmember Ramlawi, that the Council Liquor License Review Committee recommend that City Council set Liquor License Renewal Hearings for the following two licensees: Ashley's Bar and Grill and Banfield's LLC due to unpaid personal property taxes. It was further moved that the hearing be set for Wednesday, March 6 at 10:00 a.m. in the City Council Chamber. Councilmember Griswold moved, seconded by Councilmember Hayner, that the Council Liquor License Review Committee recommend Councilmember Lumm be appointed the Hearing Officer for the March 6 hearing. On a voice vote, the motion carried. INFORMATION/UPCOMING BUSINESS The Committee discussed liquor license fees and requested that late fees be considered as part of the annual budget and setting of fees. ADJOURNMENT Seeing no further business, a motion was made by Councilmember Griswold, seconded by Councilmember Hayner, that the meeting adjourn.
