Meeting ID: 932 9966 7177 Larcom City Hall, 301 E Huron St, First floor, south conference room Council Policy Agenda Committee Council Policy Agenda Committee Meeting Minutes - Final December 6, 2022 CALL TO ORDER Chairperson Eyer called the meeting to order at 4:03 p.m. Members in attendance: Chairperson Eyer, Councilmember Harrison, Councilmember Song, Councilmember Radina, and Councilmember Watson Guest in attendance: Andrea Cascarilla of Dykema Gossett PLLC Staff in attendance: City Administrator Milton Dohoney, Deputy City Administrator John Fournier, City Attorney Atleen Kaur, and Executive Assistant Kelly Reynolds who recorded these minutes. APPROVAL OF AGENDA Councilmember Radina moved and Councilmember Watson seconded to approve the agenda as presented. The motion was approved unanimously with a show of hands. APPROVAL OF MINUTES Councilmember Radina moved and Councilmember Harrison seconded to approve the minutes of the November 17, 2022 Council Policy Agenda Committee. 22-1924 November 17, 2022 Council Policy Agenda Committee Draft Meeting Minutes NEW BUSINESS 1 2023 Council Policy Agenda Committee meeting schedule Councilmember Radina moved and Councilmember Harrison seconded to adopt the 2023 Council Policy Agenda Committee Meeting Schedule and shifting to a 4:15 p.m. start time. UNFINISHED BUSINESS 1 Revised legislative priorities for the 2023 legislative session Deputy City Administrator Fournier presented a newly revised version of the Council Policy Agenda that has been prepared to present at the Legislative Breakfast for Ann Arbor elected representatives to the Michigan Legislature. Mr. Fournier directed the committee's attention to new priorities that had not been called out in the last document approved by this committee. The additions come as a result of the new opportunities that may exist in the 2023 session. The committee was supportive of the document and suggested the following additions: repeal of PA 266 of 1988 eliminating rent control, addition of a section to address human rights, inclusion of worker's rights and repeal of local wage ordinance limitations, and support for broader city taxing authority and revenue sharing. Councilmember Radina moved and Councilmember Watson seconded to approve the document with the requested additions. Mr. Fournier will forward the final document to members in advance of the Legislative Breakfast. INFORMATION/UPCOMING BUSINESS PUBLIC COMMENT There were no members of the public in attendance either in person or by phone.
