Huron St. Ann Arbor, MI 48104 http://a2gov.legistar.com/Calendar.aspx Meeting Minutes - Final Tuesday, April 30, 2019 5:00 PM Special Meeting Larcom City Hall, 301 E Huron St, Second floor, City Council Chambers Independent Community Police Oversight Commission Independent Community Police Meeting Minutes - Final April 30, 2019 Oversight Commission CALL TO ORDER Meeting called to order at 5:00 p.m. ROLL CALL Present 13 - Zachary Ackerman, Jane Lumm, Sharifa Kerene Moore, David Santacroce, Jude Walton, Zaynab Elkolaly, Lisa Jackson, Mashod Evans, DeAndre Caldwell, Mohammad Othman, Frances Todoro-Hargreaves, Robin Stephens, and Bonnie Billups APPROVAL OF AGENDA Commissioner Jackson made a motion, seconded by Commissioner Stephens to approve the agenda as presented. On a voice vote the motion carried. ORIENTATION Introductions by Commission Members and Staff Introductions by Commission members and staff. Boards and Commissions Procedural Overview Chris Frost, Senior Assistant City Attorney introduced the bylaws, ordinance, FOIA and OMA to all the commissioners. Election of Temporary Chair Commissioner Santacroce made a motion, seconded by Commissioner Moore to appoint Robin Stephens as temporary chair. On a voice vote the motion carried. PUBLIC COMMENT A member from the audience spoke about the importance of the police commission and how glad he was to attend the first meeting. REGULAR BUSINESS City of Ann Arbor Page 1 Independent Community Police Meeting Minutes - Final April 30, 2019 Oversight Commission Adoption of Annual Meeting Schedule Commissioner Todoro made a motion to pass the annual meeting schedule. Commissioner Jackson seconded the motion. On a voice vote the chair declared the motion carried. Police Chief Interview Panel – Status Update and Delegation of Representatives City Administrator Howard Lazarus discussed with the commissioners about the finalist interview panel group. The ICPOC members will interview in two separate panels. The ICPOC panel interview will be non-quorum. All members are asked to stay the entire day from 8:15 a.m. until 2:00 pm. on Friday, May 17, 2019. Upcoming Agenda Items: • Work Plan Howard Lazarus covered the budget and administrative components of a successful work plan. • Educational Opportunities Deputy Chief Forsberg discussed a list of curriculums for the commissioners to observe, also offered demonstrating the CALEA process. • Election of Chair and Vice-Chair Commissioner Santacroce made a motion, seconded by Commissioner Walton to postpone the election until the third meeting on July 25th. On a voice vote the chair declared the motion carried. • Election of Chair and Vice-Chair Commissioner Moore made a motion, seconded by Commissioner Elkolaly that anyone with intentions of running for Chair and Vice-Chair send their intentions to Denise by Friday, May 17, 2019. On a voice vote the Chair declared the motion carried.
