Industrial Highway,Studio Independent Community Police Oversight Commission Independent Community Police Meeting Minutes - Draft January 27, 2020 Oversight Commission CALL TO ORDER Chair, Jackson called the meeting to order at 6:02 p.m. ROLL CALL Present 11 - Jane Lumm, David Santacroce, Jude Walton, Zaynab Elkolaly, Lisa Jackson, DeAndre Caldwell, Mohammad Othman, Frances Todoro-Hargreaves, Bonnie Billups, Ali Ramlawi, and Sarah Burch Absent 2- Mashod Evans, and Anan Ameri APPROVAL OF AGENDA Approved with changes PUBLIC COMMENT Libby Hunter Sondra Reilly Lori Saginaw SPECIAL PRESENTATIONS Human Rights Commission Chair, Leslie Stambaugh Chair of the Human Rights Commission, Leslie Stambaugh discussed the definition of reading Trespass, the current AAPD policy and practices on issuing Trespass Notices. She presented the work the HRC has done on the enforcement of trespass, specifically the issuance of trespass. Chair, Stambaugh talked about a partnership between the HRC and ICPOC to discuss informational and criminal trespass. The commission will consider forming a subcommittee to review Trespass complaints, current statistics and appeal process. A APPROVAL OF MINUTES Approved as presented 20-0186 ICPOC December 19, 2019 Draft Meeting Minutes City of Ann Arbor Page 1 Independent Community Police Meeting Minutes - Draft January 27, 2020 Oversight Commission A motion was made by Santacroce, seconded by Youth Rep. Elkolaly, that the Minutes be Approved by the Commission and forwarded to the City Council and should be returned by 3/2/2020. On a voice vote, the Chair, Jackson declared the motion carried. B OLD BUSINESS Update - ICPOC Logo Chair Jackson and Vice Chair Todoro demonstrated the new layout of the logo in the absent of the actual design. Commissioners will be sent the current changes on Tuesday, January 28, 2020. Commissioner Othman suggested the first letter in each word have a different font to make the lettering standout more. C NEW BUSINESS Update on Modifications to the Complaint Review Process Vice Chair, Todoro discussed City Council approval for a new Lieutenant to AAPD. The lieutenant will assist with redacting video's and reports to the commission in a timely manner. Vice-Chair, Todoro talked about the two additional reports added to the Complaint spreadsheet since our last meeting. Chair, Jackson and Vice-Chair, Todoro will meet with Lieutenant Bonnie Theil from Professional Standards on Wednesday, January 29, 2020 to review two complaints in a question and answer format. Vice-Chair, Todoro talked about establishing a review team and discussed how video's are processed for ICPOC. D REPORT FROM COMMITTEES Budget Committee Commissioner Walton discussed ICPOC Budget and Action Plan for FY21, there are no changes to the budget and ask the commission to vote on the second version. A motion was made to accept the budget, and the motion carried. Outreach Committee Commissioner Caldwell met with the Outreach subcommittee to review last years accomplishments. The committee had two successful feedback sessions in 2019 and the committee hope to have six this year. Commissioners Caldwell talked about adding another member to their committee this year.
