The first letter of each word has been made larger. Commissioners talked about changing the hands on the logo, so one hand isn't more prominent. The logo will be sent back for revisions and motion to revisit in January. Motion carried. City of Ann Arbor Page 1 Independent Community Police Meeting Minutes - Draft December 19, 2019 Oversight Commission Complaint Status/Process Chair Jackson discussed the commission's work flow, after she and Vice-Chair Todoro met with Chief Cox, Deputy Chief Forsberg, Deputy Chief Metzer, Lieutenant Theil and Senior Assistant City Attorney Arianne Slay outlining how the previous process needs adjusting to accommodate the time and labor required for complaints. The commissioners have suggested in order to provide materials to properly review complaints in a timely manner: Commissioners will select a couple of unreviewed cases and ask AAPD to provide an Executive Summary with enough information for the commission to work on. Commissioners will have an opportunity to review the casework and provide questions. The questions will be sent to the AAPD and discussed at regularly scheduled meetings between AAPD and ICPOC. D NEW BUSINESS Training Status Vice Chair Todoro discussed the need to complete MILO training next year. If interested, please confirm which time best fits your schedule; the date is Tuesday, January 14th at 5:30 p.m., and again at 7:30 p.m., at WCC. Vice Chair Todoro talked about the importance of attending Mental Health training to get an introduction about mental health crisis, and how officers are trained to handle these situations. She talked about Ride-Along; if you haven't had one, please sign-up and if you're interested in another experience, please feel free to sign up for that too. Trespass Chair Jackson discussed the Trespass policy and how it's not the HRC's mandate. ICPOC will handle trespass complaints moving forward. The HRC plans to turn over all materials, data collected and documentation for ICPOC to review prior to January's meeting with HRC members. Formation of a Nomination Committee No Report E COMMUNICATIONS FROM COMMITTEES Budget Committee City of Ann Arbor Page 2 Independent Community Police Meeting Minutes - Draft December 19, 2019 Oversight Commission Commissioner Evans discussed the progress that's been made on the Draft budget since the last meeting. He explained the informational narrative attached to the revised budget. Highlighted the five components: 1) learning is a process, 2) request for resources the commission need to complete the job, building competency. 3) organizational knowledge. 4) emergency funding. 5) training at NACOLE conferences with the option for commissioners paying for their own travel expenses. He talked about future planning for community engagement and complaint review. Chair Jackson discussed how funds not spent in the 2020 budget will return to the general fund. Outreach Committee No Report Community Liaisons Commissioner Evans offered an open invitation to individuals and commissioners to work on creating a plan to share with community members, those who have cultural capital on how to reach individuals with adverse experiences in the community. Help train individuals in the process of completing complaint reports while providing transparency. Any recommendations please forward to Commissioner Evans.
