CALL TO ORDER
Lisa Jackson, Chair requested all those in attendance adhere to
public health guidance stemming from the COVID -19 pandemic and
called the meeting to order at 6:07 p.m.
ROLL CALL
Present 11 - Jane Lumm, Jude Walton, Lisa Jackson, Mashod Evans,
DeAndre Caldwell, Mohammad Othman, Frances
Todoro-Hargreaves, Bonnie Billups, Ali Ramlawi, Anan
Ameri, and Sarah Burch
A APPROVAL OF AGENDA
Motion to add the annual election of the ICPOC Chair and Vice-Chair to the agenda
A motion was made by Othman, seconded by Ameri, to add the
annual election of the ICPOC Chair and Vice-Chair to the agenda .
On a voice vote, the Chair declared the motion carried.
Motion to add the appointment of ICPOC spokespersons to the agenda
A motion was made by Othman, seconded by Billups, to add the
appointment of ICPOC spokespersons to the agenda. On a voice
vote, the Chair declared the motion carried.
Motion to place public comment at the end of the agenda and change the format to
public forum
A motion was made by Billups, seconded by Ameri, to place public
comment at the end of the agenda and change the format to a
responsive public forum. On a voice vote, the Chair declared the
motion carried.
Motion to adopt the adopt the agenda as amended.
A motion was made by Todoro-Hargreaves, seconded by Walton,
that the agenda be approved as amended. On a voice vote, the Chair
declared the motion carried.

20-0887 Independent Community Police Oversight Commission Minutes, February
2002 and May 2020
A motion was made by Billups, seconded by Othman, that the
Minutes be Approved by the Commission. On a voice vote, the Chair
declared the motion carried.
C NEW BUSINESS
Resolution to Request that ICPOC Lead an In-depth, Multi-Stakeholder, and
Data-driven Review of Public Safety Services and Provide City Council with Reports
and Recommendations
20-0911 Draft June 15 City Council Resolution re: ICPOC
Councilmembers Lumm and Ramlawi informed the commission that City
Council referred this resolution to ICPOC at the June 15 City Council
Meeting with no definitive return date.
The Commission requested community input by email and indicated
plans to host a special work session by the end of the month to discuss
the resolution and gather community input.
A motion was made by Burch, seconded by Walton, that the
response to the referred resolution be resolved at a later date. On a
voice vote, the Chair declared the motion carried.

20-0924 Resolution in Support of an Independent Community Police Oversight
Commission (ICPOC) Regular Update at the First City Council Meeting
Each Month
A motion was made by Todoro-Hargreaves, seconded by Othman,
that the resolution be approved by the Commission. On a voice
vote, the Chair declared the motion carried.

Lisa Jackson temporary stepped down as chair for the election of officers and appointment of
spokespersons. Commissioner EVANS [Bonnie Billups] was selected as acting chair for these the two
agenda items.
(Deleted language is in square brackets, added language is in all capital letters.)
Motion to appoint Lisa Jackson as Chair and Frances Todoro-Hargreaves as
Vice-Chair for another term.
A motion was made by Evans, seconded by Walton, to appoint Lisa
Jackson as Chair and Frances Todoro-Hargreaves as Vice-Chair for
another term. On a voice vote Commissioner Billups declared the
motion carried.
Motion appoint Lisa Jackson and Frances Todoro-Hargreaves spokespersons for the
Commission.
A motion was made by Othman, seconded by Walton, appoint Lisa
Jackson and Frances Todoro-Hargreaves spokespersons for the
Commission.On a voice vote Commissioner Billups declared the
motion carried.
D REPORTS FROM COMMITTEES
Chair Jackson spoke of Michigan Attorney General, Nessel's press
release celebrating a landmark supreme court ruling confirming LGBTQ
employees must be protected from discrimination.
PUBLIC COMMENT
Vice-Chair Todoro-Hargreaves announced the rules of public comment
during the public forum.
Nineteen members of the public spoke in the public forum.
MOMENT OF SILENCE
All those in attendance participated in a moment of silence.

ADJOURNMENT
A motion was made by Walton, seconded by Billups, that the
meeting be adjourn. On a voice vote, the Chair declared the motion
carried at 8:15 p.m.
