Jackson called the meeting to order at 6:06 p.m. ROLL CALL Present all participating remotely from Ann Arbor, Washtenaw and Wayne County, Michigan. Present 9- Linh Song, Jude Walton, Lisa Jackson, Mohammad Othman, Frances Todoro-Hargreaves, Bonnie Billups, Ali Ramlawi, Anan Ameri, and Makiah Shipp Absent 4- Mashod Evans, DeAndre Caldwell, Sarah Burch, and Stefani Carter APPROVAL OF AGENDA Approved as presented PUBLIC FORUM No discussion was brought before the commission. A APPROVAL OF MINUTES 21-0847 ICPOC March Meeting Minutes A motion was made by M. Othman, seconded by F. Todoro-Hargreaves that the Minutes be Approved by the Commission and forwarded to the City Council and should be returned by 5/31/2021. On a voice vote, the Chair declared the motion carried. B OLD BUSINESS COMMISSIONER TRAINING PLAN - JUDE WALTON J. Walton discussed the ICPOC Training Plan Draft. This comprehensive training plan lays out 3 hours of specific training per month to learn about oversight. This would include conferences, webinars, readings and follow-up reviews. J. Walton will research more diverse training avenues to add in the future. Please send your comments to J. Walton within the next week. C NEW BUSINESS COMMUNITY INCIDENCES AND ALTERNATIVES - FRANCES TODORO-HARGREAVES F. Todoro-Hargreaves discussed recent unarmed response in the downtown area. Please send goals and ideas for unarmed response, so the commission can recommend and discuss with City Administrators. F. Todoro-Hargreaves is inquiring about the types of information ICPOC suggest AAPD keep track of and share those finding with Chief Cox. OUTREACH WITH THE UNIVERSITY OF MICHIGAN STAKEHOLDERS - MAKIAH SHIPP M. Shipp talked with University of Michigan organizations to combat racial injustice on campus. What the organizations want to see regarding policing for the upcoming school year. The demilitarization and disarmament of the AAPD on campus. To engage with community base policing and de-escalation groups. M. Shipp is nominated for the Policy Action Chair and creating ICPOC social media content on campus providing information graphics. DISCUSSION OF UNARMED TRAFFIC RESPONDERS - LISA JACKSON L. Jackson discussed the most common way people come in contact with the police is through traffic enforcement. The idea of traffic enforcement without police,and turning over traffic enforcement to a city department. L. Jackson will send links on Pre-Textual Stops to review for possible future Resolution. NACOLE CIVILIAN OVERSIGHT COMMUNITY FORUM - LISA JACKSON L. Jackson discuss the NACOLE Forum and ask for recommendations on the George Floyd Policing Act. How NACOLE conference will be impacted by the events that has taken place this year. L. Jackson talked about police disciplinary records being made public. National standards for police oversight and voting on or against oversight commissions. Arbitration and what ICPOC can advocate for in police contracts. Closing with the importance of Self-care. PUBLIC COMMENT No public comments were brought before the commission. F COMMUNICATIONS B. Billups talked about the importance of all commissioners to attend the Law Enforcement Active De-escalation LEAD training, offered by AAPD. F. Todoro will schedule the remaining commissioners for the training after May. CM Song announced a webinar being aired at 7:00 p.m., Imagine a World of Alternative Policing by The People's Coalition for Safety and Freedom. ADJOURNMENT Commissioner M. Othman moved to adjourn the meeting, seconded by B. Billups. Meeting adjourned at 7:18 p.m. All persons are encouraged to participate in public meetings.
