Jackson called the meeting to order at 7:01 p.m. ROLL CALL Present 10 - Linh Song, Jude Walton, Lisa Jackson, Mohammad Othman, Frances Todoro-Hargreaves, Bonnie Billups, Ali Ramlawi, Anan Ameri, Sarah Burch, and Stefani Carter Absent 3- Mashod Evans, DeAndre Caldwell, and Makiah Shipp A APPROVAL OF AGENDA Approved with changes PUBLIC FORUM No public comments were brought before the commission. B APPROVAL OF MINUTES 21-0614 ICPOC February Meeting Minutes A motion was made by M. Othman, seconded by B. Billups that the Minutes be Approved by the Commission and forwarded to the City Council and should be returned by 4/19/2021. On a voice vote, the Chair declared the motion carried. C OLD BUSINESS 1 UPDATE ON 2020 AND 2021 COMPLAINTS L. Jackson discussed the new complaint process in conjunction with the AAPD and review cases from 2020. The Information Managers will reveal the progress they are making in the near future. Last week Information Managers had their first review process meeting, once editing is completed on the procedural document, commissioners will be sent a copy. F. Todoro-Hargreaves talked about how AAPD handle the initial investigation, when that's completed it's sent to ICPOC for review. So far there is nothing to review for 2021. Commissioners will continue to receive complaint logs on the 10th of each month as scheduled. City of Ann Arbor Page 1 Independent Community Police Meeting Minutes - Final March 23, 2021 Oversight Commission D NEW BUSINESS 1 SUPPORTING THE ESTABLISHMENT OF UNARMED CRISIS RESPONDERS AND OTHER WAYS OF REIMAGINING PUBLIC SAFETY L. Jackson discussed the Resolution Directing the City Administration to Develop an Unarmed Public Response Program. ICPOC has been engaged with the Washtenaw County Sheriffs Department, Washtenaw Mental Health, Community Organizations and other stakeholders about unarmed responses to crisis. L. Jackson talked about her meeting with CM Song and Mayor Taylor on the topic, she recommended ICPOC be part of the conversation. ICPOC will look at models where professionals trained in crisis, who are unarmed, help develop public safety for the community. CM Song mentioned Project Clean Slate and their expansive view on public safety. E REPORT FROM COMMITTEES M. Othman gave an update on ICPOC and HRC continuing work on the CREW Report. The committee has focused on a few points; Mental Health, Probation and Parole. The committee is looking at ways to inform the community how to resolve these issues and how to collect relevant data for review. S. Burch gave an update on the Outreach committee. She met with the Tenant Leadership Board at Avalon. They are the voices of community activist and leaders helping with advocacy and engagement opportunity for their members. The board asked questions on how to stay up-to-date on what ICPOC is doing and how they can get involved. The board is interested in building trust in the community between police and residents. J. Walton gave an update on the ICPOC Budget. The ICPOC budget was accepted by the City Administrator, without any cuts from the previous year. A modest increase was given for training and changes in IT fees based on what ICPOC is currently using. Next meeting J. Walton will discuss the proposed training outline draft. To establish consistency in training when new commissioners come aboard. COMMUNICATIONS F. Todoro-Hargreaves announced ICPOC has been invited to attend Law City of Ann Arbor Page 2 Independent Community Police Meeting Minutes - Final March 23, 2021 Oversight Commission Enforcement Active De-Escalation (LEAD) training. The AAPD has trained officers who are now training the department. The session is five hours long. F. Todoro-Hargreaves suggest the Information Managers take the training first. Then establish a training schedule for the remaining commissioners. F. Todoro discussed additional training with IT on the City Systems; what we need to do for our technology and logins. Meeting update with AAPD Officers and Commanders Union B. Billups had a meet and greet with union representatives on March 16, 2021. We met to open lines of communication and get to know one another. PUBLIC COMMENT No public comments were brought before the commission. F ADJOURNMENT M. Othman motioned to adjourn the meeting, seconded by S. Carter. Motion was passed on a voice vote at 7:11 p.m. All persons are encouraged to participate in public meetings.
