Jackson called the meeting to order at 6:02 p.m. ROLL CALL Present 10 - Linh Song, Jude Walton, Lisa Jackson, Mohammad Othman, Frances Todoro-Hargreaves, Bonnie Billups, Ali Ramlawi, Anan Ameri, Stefani Carter, and Makiah Shipp Absent 3- Mashod Evans, DeAndre Caldwell, and Sarah Burch APPROVAL OF AGENDA Approved as presented PUBLIC FORUM No comments were brought before the commission. A APPROVAL OF MINUTES 21-0404 A motion was made by M. Othman, seconded by J. Walton, that the Minutes be Approved by the Commission and forwarded to the City Council and should be returned by 3/29/2021. On a voice vote, the Chair declared the motion carried. B OLD BUSINESS Training Requirements Chair, L. Jackson discussed resending the list of trainings required for all commissioners and the additional trainings suggested for commissioners who are involved in complaint review. L. Jackson talked about NACOLE 13 principles of Effective Oversight and the NACOLE Guidebook for the Implementation of New and Revitalized Police Oversight that are essential tools for oversight professionals. Complaint Review Process City of Ann Arbor Page 1 Independent Community Police Meeting Minutes - Final February 23, 2021 Oversight Commission Vice-Chair, Todoro discussed on the 10th of each month D.Jeanes will receive an updated complaint log from the Ann Arbor Police Department to share with the commissioners. F. Todoro talked about finalizing the 2020 complaint log and assigning three Information Managers per complaint to review. In the near future the commission wants to establish a format to review complaints that deal with police policy and procedures. C NEW BUSINESS Use of Facial Recognition Software CM Song discussed planning a subcommittee meeting in the near future and recruiting volunteers to review resolution language on Facial Recognition software. L. Song want to share community feedback to help analyze what fits best for Ann Arbor, and a look at how public housing is using facial recognition. Proposed AAPD Budget Chair, L. Jackson discussed the Ann Arbor Police Department budget cuts. How police oversight can support reallocating funds towards community heath services such as; mental health and crisis intervention training. Include our own recommendations and alternative measures and help change how we provide public safety in Ann Arbor. Vice-Chair F. Todoro had volunteered to be involved with crisis intervention training on behalf the commission. E REPORT FROM COMMITTEES Commissioner A. Ameri discussed the collaboration with TheRide/AAATA and Director Mary Boonin. L. Jackson showed the collective effort of the outreach committee completed version of the Bus Poster. A. Ameri talked about the challenges and successes the committee face during the pandemic. Please send any outreach recommendations to committee's attention. F COMMUNICATIONS L. Jackson informed commissioners about an upcoming webinar event, she will send the link to participate in: Justice in Legal System: Action Planning the CREW Report scheduled for February 25, 2021 at 7:00 p.m. ADJOURNMENT City of Ann Arbor Page 2 Independent Community Police Meeting Minutes - Final February 23, 2021 Oversight Commission Commissioner M. Othman motion to adjourn the meeting at 7:36 p.m., seconded by Commissioner A. Ameri. The motion was carried on a voice vote. All persons are encouraged to participate in public meetings.
