Jackson called the meeting to order at 6:03 p.m. ROLL CALL Present 11 - Linh Song, Jude Walton, Lisa Jackson, Mohammad Othman, Frances Todoro-Hargreaves, Bonnie Billups, Ali Ramlawi, Anan Ameri, Sarah Burch, Stefani Carter, and Makiah Shipp Absent 2- Mashod Evans, and DeAndre Caldwell A APPROVAL OF AGENDA Approved as presented INTRODUCTION New Commissioner Makiah Shipp L. Jackson introduced ICPOC new youth member Makiah Shipp she's a Public Policy Major at the University of Michigan and a Field Organizer for State Representative Rashida Tahlib. PUBLIC COMMENT No public comment was brought before the commission. B APPROVAL OF MINUTES 21-0174 ICPOC November Meeting Minutes A motion was made by F. Todoro-Hargreaves, seconded by M.Othman, that the Minutes be Approved by the Commission and forwarded to the City Council and should be returned by 3/1/2021. On a voice vote, the Chair declared the motion carried. C OLD BUSINESS ICPOC Training City of Ann Arbor Page 1 Independent Community Police Meeting Minutes - Final January 26, 2021 Oversight Commission L. Jackson discussed creating a report listing all trainings completed in 2020. She encouraged commissioners to participate in different forms of trainings i.e., journal articles, books, and webinars. L. Jackson mentioned the training she and S. Burch attended, hosted by the American Bar Association and Georgetown University on Active Bystander Intervention. Also available the Implicit Bias training offered in January by the AAPD with Sgt. Corey Mills. Standardization of Complaint Review Process with AAPD F. Todoro discussed the AAPD spreadsheet for complaints they are working on. The plan is to come up with a new process that is agreed upon, that does not change no matter who is on the commission. The process needs more uniformity where all complaints are reviewed in the same manner, all parties involved. Once the spreadsheet is formalized with Ann Arbor Police Chief Cox, and Senior Assistant City Attorney, Arianne Slay we plan to share with the entire commission. She talked about how the City restricts the commission to only three Information Managers, per the Ordinance; to review confidential information on complaints. Information Managers will be allowed to see officer names involved, but a number will be assigned by the AAPD for the public. Ann Arbor Police Chief Cox mentioned there were 29 complaints in 2020. D NEW BUSINESS Potential Budget Cuts J. Walton discussed the City's 5% reduction request. She plan to draft a statement to push-back on the budget cut. She explained the hardship will cost the discretionary budget $7,500. But in reality equals 15% due to the fact the commission has un-negotiable cost they do not control. The actual working budget consist of $50,000. The commission has used few expenditures due to COVID-19. These funds are flexible and can be used in other areas such as Community Outreach. J. Walton asked if any commissioners have suggestions on how the budget should be spent, please send her an email within the next two weeks. 2021 Meeting Schedule A motion was made by F. Todoro to approve the 2021 meeting schedule and second by J. Walton. The motion carried on a voice vote for the months of January through November. E REPORT FROM COMMITTEES No committee report was brought before the commission. F COMMUNICATIONS Council Member Song, discussed creating a subcommittee to review banning Facial Recognition software in Ann Arbor. She and Council Member T. Radina from the HRC are collaborating with the community. If any commissioners are interested, please send her an email. L. Jackson showed the video of M. Shipp segment on NBC News discussing First Time Voters. PUBLIC COMMENT No public comment was brought before the commission. ADJOURNMENT M. Othman moved to adjourn the meeting, seconded by S. Carter.
