Jackson called the meeting to order at 6:03 p.m. ROLL CALL Present 10 - Linh Song, Jude Walton, Lisa Jackson, Mashod Evans, DeAndre Caldwell, Mohammad Othman, Frances Todoro-Hargreaves, Ali Ramlawi, Anan Ameri, and Stefani Carter Absent 2- Bonnie Billups, and Sarah Burch APPROVAL OF AGENDA Approved as presented PUBLIC COMMENT Elizabeth Hunter A APPROVAL OF MINUTES 20-1774 ICPOC October Minutes A motion was made by Todoro-Hargreaves, seconded by M. Othman, that the Minutes be Approved by the Commission and forwarded to the City Council and should be returned by 12/28/2020. On a voice vote, the Chair declared the motion carried. B OLD BUSINESS Complaint Review Process Chair L. Jackson open the discussion with setting the tone for 2021. Looking at a significant part of ICPOC vision/mission to enhance community trust through facilitating transparency and accountability. Vice Chair F. Todoro discussed the priority to review every complaint and create ICPOC Standard Operating Procedures relative to the ICPOC Ordinance. Special attention is needed to address AAPD 30 days clock start. The importance of reviewing police documents within 30 days after the investigation is completed, are not solidly in place. Suggestions for revisions to the Ordinance (18-30) Chair L. Jackson open the floor for discussion on the ICPOC Ordinance. Commissioner J. Walton suggest setting goals, taking a retreat to create an Action Plan on what we want to achieve in the future. Commissioner A. Ameri ask, commissioners to investigate, what does good community policing look like? Council Member Song, suggest creating a Flow Chair illustrating the complaint process and what is accessible to the community, to foster trust and good communication. Senior Assistant City Attorney A. Slay suggested creating Policy and Procedures to change items on a on-going basis. Commissioner Othman suggest commissioners review the Ordinance and contribute what is relevant to expand, support and strengthen the ordinance. C NEW BUSINESS E REPORT FROM COMMITTEES Chair L. Jackson gave the Outreach Committee report. She announced the committee is actively engaged with the community during the pandemic. Commissioners are in discussion with Avalon housing. Future plans to meet with members of the Farmers Market and distribute food at Liberty Plaza. More initiatives are planned for the new year to broaden our message to the community at large. F COMMUNICATIONS Chair L. Jackson announced Larry Hunter, Human Rights Activist and a member of Ann Arbor City Council, Ward 1 for twelve years, passed away on November 12, 2020. Chair L. Jackson reminded commissioner about the need to catch up on NACOLE and Ann Arbor Police Department Trainings. ADJOURNMENT A motion was made my Commissioner M. Othman, seconded by Commissioner D. Caldwell that the meeting be adjourn.
