Jackson called the meeting to order at 6:02 p.m. ROLL CALL Present 10 - Jane Lumm, Lisa Jackson, Mashod Evans, Mohammad Othman, Frances Todoro-Hargreaves, Bonnie Billups, Ali Ramlawi, Anan Ameri, Sarah Burch, and Stefani Carter Absent 2- Jude Walton, and DeAndre Caldwell APPROVAL OF AGENDA Approved as presented PUBLIC COMMENT Kevin Karpiak, Ph.D. A APPROVAL OF MINUTES 20-1641 Draft September Meeting Minutes A motion was made by Commissioner Carter, seconded by Vice-Chair Todoro-Hargreaves, that the Minutes be Approved by the Commission with changes and forwarded to the City Council and should be returned by 11/30/2020. On a voice vote, the Chair L. Jackson declared the motion carried. B OLD BUSINESS Commissioner S. Burch discussed the Public Safety Resolution and ICPOC Response summary. She shared an overview of ICPOC initiatives on Public Safety in Ann Arbor. She outlined the scope, explaining the most pressing and pertinent issued addressing the resolution in response to City Council, and ICPOC's stake in shaping Public Safety. If there are any additional amendments or comments to the summary, please send to Commissioner S. Burch and Chair L. Jackson by Wednesday, October 28, 2020. The commissioners voted to bring their official response before City Council on Thursday, November 5, 2020. On a voice vote, Chair L. Jackson declared the motion carried. City of Ann Arbor Page 1 Independent Community Police Meeting Minutes - Draft October 27, 2020 Oversight Commission 20-1462 06/16/20 Public Safety Resolution C NEW BUSINESS Outreach Committee Commissioner S. Burch gave the Outreach report. She's attended meetings with elected officials advocating on behalf of ICPOC commission. Speaking with State Representative, Yousef Rabhi and his advocacy involving Survivors Speak. He stated the importance of staying in touch with the community and rallying around social issues. She also spoke with State Senator, Jeff Irwin, he talked about initiatives and Bills he's presented around oversight and public safety. Presently, he has Senate Bill 945 to mandate continued training for Michigan police officers, to ensure services surrounding mental health. Commissioner A. Ameri discussed ICPOC is reaching out to increase their list of community organizations, and asked if any commissioners have network with any additional community programs, please send the information to her. Chair L. Jackson met with State Senator Stephanie Change to discuss potential legislation re: police reform. Also, L. Jackson participated on October 17th at the Survivors Speaks event, Let's Get Real About Race to discuss policing and mental health training and access to mental health resources for police officers. AAPD Data Collection and Analysis Vice-Chair F. Todoro discussed where the commission is on data analysis. The AAPD has finalized their search for a data analysis. A candidate has been chosen to help establish a data collection process to best fit our needs in Ann Arbor. This will help us to review what is going on now, how calls come in and how calls are being assigned. We are still working on some of the strategic plans this month, and hope to bring the commission more information in November. Revisions to the Complaint Review Process Vice Chair F. Todoro discussed working out a process that helps ICPOC with information on complaints from AAPD. Due to unforeseen changes City of Ann Arbor Page 2 Independent Community Police Meeting Minutes - Draft October 27, 2020 Oversight Commission in personnel and Covid-19 our process was slowed down. Now we're looking at establishing Standard Operating Procedures on how a complaint is processed. Possibly sharing access to these steps with the community via ICPOC website. Vice-Chair F. Todoro has documented four procedures she will formalize and share with the commission at November's meeting. E REPORT FROM COMMITTEES F COMMUNICATIONS Chair L. Jackson shared with the commission Interfaith Council for Peace and Justice needs help at the polls on Election Day. Please visit their website for more information. Commissioner M.Othman discussed the joint meeting he and Commissioner A. Ameri had with commissioners from the HRC to review the CREW Report. Possibly adding the CREW report to ICPOC website. The commissioners gave a fond fair well to Council Liaison, Jane Lumm for her service and support to ICPOC. PUBLIC COMMENT ADJOURNMENT A motion was made by Commissioner M. Othman, seconded by Commissioner A. Ameri that the meeting be adjourned. On a voice vote, the Chair declared the motion carried.
