To listen or speak atElectronic public comment Meetingcall 888-788-0099 or 877-853-5247 Meeting ID 959 4245 7746 Independent Community Police Oversight Commission Independent Community Police Meeting Minutes - Draft September 22, 2020 Oversight Commission CALL TO ORDER Chair Jackson called the meeting to order at 6:02 p.m. ROLL CALL Present 11 - Jane Lumm, Jude Walton, Lisa Jackson, DeAndre Caldwell, Mohammad Othman, Frances Todoro-Hargreaves, Bonnie Billups, Ali Ramlawi, Anan Ameri, Sarah Burch, and Stefani Carter Absent 1- Mashod Evans APPROVAL OF AGENDA Approved as presented PUBLIC FORUM No speakers at Public Forum. APPROVAL OF MINUTES 20-1460 August 25th Meeting Minutes A motion was made by Othman, seconded by Ameri, that the Minutes be Approved by the Commission and forwarded to the City Council and should be returned by 10/19/2020. On a voice vote, the Chair declared the motion carried. OLD BUSINESS a AAPOA Contract Chair Jackson lead a discussion about the City Council's recent vote on the new AAPOA contract consent agreement. The chair expressed ICPOC desire to be included in, ending arbitration for termination and how ICPOC can participate in that process. Council Members Ramlawi and Lumm suggested, ICPOC draft a formal motion to request City Administrator and Assistant City Administrator, designate ICPOC representatives be present during Binding Disciplinary Arbitration in conjunction with Budget/Labor committee. A motion was made by City of Ann Arbor Page 1 Independent Community Police Meeting Minutes - Draft September 22, 2020 Oversight Commission Vice-Chair Todoro and seconded by Commissioner Ameri to Draft a proposal for three representatives to be present during CBA contract negations. On a voice vote the Chair declared the motion carried. 20-1461 AAPOA Contract b Update on AAPD Data Collection and Analysis Vice Chair Todoro discussed the meeting she and Chair Jackson had with Police Chief Cox and police leadership on data collection. This is in response to a question asked at a previous public forum. Inquiries into; how data is kept, and where do we keep that data currently. Over the next six months the department will create a dashboard that's informational/educational and live on the Police departments website. Personnel will gather information from different areas for analysis and process data to view on their website. c Work Plan Chair Jackson discussed creating an open project ideas list to keep track of the work commissioners are currently involved in. And to make sure there is an even distribution of work to match each commissioner's skills and talents. d Complaints Vice Chair Todoro discussed her recent meeting with Professional Standards, Lt. Cervantes. We have established a process for reviewing complaints. Currently in 2020 ICPOC has reviewed seven complaints. Letters will go out from ICPOC soon. We would like to get additional commissioners involved with complaints. e 6/15/20 City Council Public Safety Resolution Commissioners Burch and Walton discussed responding to City Council's Public Safety Resolution. Regarding ICPOC being task with a couple of new items to consider. The scope of work can be broaden, relationships and advocating with the community. The Mayor asked if ICPOC could dig deeper into what public safety looks like. How is it funded, How can we do better and capacity shared? Forming relationship with police unions. Look at internal shifts; who's responsible for what work. Chair Jackson asked for any comments or suggestions be submitted no later than Tuesday, September 29, 2020. City of Ann Arbor Page 2 Independent Community Police Meeting Minutes - Draft September 22, 2020 Oversight Commission 20-1462 06/16/20 Public Safety Resolution NEW BUSINESS REPORT FROM COMMITTEES Commissioner Caldwell discussed how do we handle outreach during a pandemic? They came up with 13 agencies the commission would like to interact with through digital outlets.Our Brochure has been updated to include our two newest members, our Twitter account and digital format. We discussed a video describing our different roles, narrated by Chair Jackson, then distribute the brochure with video out to the community. There is a plan to have the brochure translated into two languages; Arabic and Spanish. COMMUNICATIONS Council Member Lumm discussed the Policy Agenda Committee and how the committee review state and federal legislation and make recommendations to adopt or approve topics important to the City. Council Member Lumm mentioned the 2021 agenda will be assembled in December 2020, and suggest the commission should include some guild lines for policing to Assistant City Administrator John Fournier. PUBLIC COMMENT No public comment. ADJOURNMENT A motion was made my Commissioner Othman, seconded by Commissioner Billups that the meeting be adjourn. On a voice vote, the Chair declared the motion carried.
