INVOCATION
Commissioner Evans delivered the opening invocation for the August 25,
2020 Independent Community Police Oversight Commission.
A CALL TO ORDER
Lisa Jackson, Chair of the Independent Community Police
Oversight Commission called the electronic meeting to order on
August 25, 2020 at 6:09 pm
B ROLL CALL
Present 11 - Jane Lumm, Jude Walton, Lisa Jackson, Mashod Evans,
DeAndre Caldwell, Mohammad Othman, Frances
Todoro-Hargreaves, Bonnie Billups, Ali Ramlawi, Sarah
Burch, and Stefani Carter
Absent 1- Anan Ameri
C APPROVAL OF AGENDA
A motion was made by Todoro-Hargreaves, seconded by Evans that
the agenda be approved with the addition of discussion on the
recent partnership of Ann Arbor Police Department and the
University of Michgan as part of the University's plan for a safe start
to the fall semester. Changes and adoption of the agenda were
adopted by unanimous consent.
INTRODUCTION AND WELCOME OF COMMISSIONER STEFANI CARTER
Commissioner Carter provided a brief overview of her professional
experience and interests in the work of the Independent Community
Police Oversight Commission.

Oversight Commission
A motion was made by Othman, seconded by Walton, that the
Minutes be Approved by the Commission as presented. On a voice
vote, the Chair declared the motion carried.
E PUBLIC FORUM
Three members of the public participated in public forum.
F OLD BUSINESS
F-1 Trespass
Frances Todoro-Hargreaves, Vice Chair, led the discussion on trespass,
discussion included a report from Commissioner Walton. Additionally,
Josie Parker, Ann Arbor District Library (AADL) Director, outlined AADL
trespass responses and policies and responded to questions from the
Commission.
F-2 Mayor's Proposal
20-0877 Resolution to Request that ICPOC Lead an In-depth, Multi-Stakeholder,
and Data-driven Review of Public Safety Services and Provide City
Council with Reports and Recommendations
The Chair led a discussion on the Mayor's Resolution to Request that
ICPOC lead and In-depth, Multi-Stakeholder and Data-driven Review of
Public Safety Services and Provide City Council with Reports and
Recommendations.
Commissioners provided thoughts and opinions on the resolution.
G NEW BUSINESS
G-1 Youth Member
The Chair called for anyone interested in serving as ICPOC youth
member to apply or contact members of the Commission.
G-2 CAIR Council on American-Islamic relations
Commissioner Othman recommended participation in an upcoming

Oversight Commission
Council on American-Islamic Relations (CAIR) Class, "The history of
Racism and Resistance in America" This meets every Thursday,
September 17 - December 10, 2020 at 7pm.

G-3 Community Engagement / Outreach
G-4 Racial Profiling / Harassment
The Commission has received complaints about racial profiling by the
Ann Arbor Police Department. The Chair urged members of the
community to reach out to the Commission with any reports of racial
profiling or harassment.
Discussion of the AAPD collaboration with the University of Michigan
Michael Cox, AADP Police Chief shared information with the
Commission about the collaboration between the AAPD and the
University of Michigan. This new collaboration is centered around safety
concerns stemming from the COVID-19 pandemic and is designed to
proactively remind members of the UM community about social
responsibilities and public health guidance.

A motion was made by Othman, seconded by Caldwell, that the be
Adjourn. On a voice vote, the Chair declared the meeting adjourned
at 8:07 pm.
