Enter Meeting ID: 916 8830 6206 A CALL TO ORDER Lisa Jackson, Chair of the Independent Community Police Oversight Commission called the electronic regular Meeting to order on July 21, 2020 at 6:02 p.m. B ROLL CALL Present 10 - Jane Lumm, Jude Walton, Lisa Jackson, Mohammad Othman, Frances Todoro-Hargreaves, Bonnie Billups, Ali Ramlawi, Anan Ameri, Sarah Burch, and Stefani Carter Absent 2- Mashod Evans, and DeAndre Caldwell APPROVAL OF AGENDA Approved with additions Motion to Add a Draft Memorandum on Trespassing Policies to the Agenda A motion was made by Todoro-Hargreaves, seconded by Othman, that the Discussion of the Draft Memorandum on Trespassing Policies be added to the Agenda. On a voice vote, the Chair declared the motion carried. Motion to Add a Moment of Silence to the Agenda A motion was made by Othman, seconded by Ameri, that a moment of silence be added to the agenda to observe the deaths of civil rights leaders Cordy Tindell Vivian and John Lewis . City of Ann Arbor Page 1 Independent Community Police Meeting Minutes - Final July 21, 2020 Oversight Commission MOMENT OF SILENCE The Commission observed a moment of silence in observance of the deaths of civil rights leaders Cordy Tindell Vivian and John Lewis C PUBLIC FORUM Three members of the community participated in the public forum D APPROVAL OF MINUTES 20-1122 Independent Community Police Oversight Commission Meeting Minutes, from June 16, 2020 and July 1, 2020 A motion was made by Othman, seconded by Walton, that the Minutes be Approved by the Board with changes. On a voice vote, the Chair declared the motion carried. E OLD BUSINESS 20-0877 Resolution to Request that ICPOC Lead an In-depth, Multi-Stakeholder, and Data-driven Review of Public Safety Services and Provide City Council with Reports and Recommendations The Commission considered responses to the referred resolution, but took no action. F NEW BUSINESS 1 Emergency Response Contingency Plan Commissioner Burch provided an overview of the Draft ICPOC Serious Incident Response Contingency Plan. The Chair led the Commission in review and revision of the draft plan. A motion was made by Walton, seconded by Burch, that the ICPOC Serious Incident Response Contingency Plan be adopted as revised by the Commission. On a voice vote, the Chair declared the motion carried. City of Ann Arbor Page 2 Independent Community Police Meeting Minutes - Final July 21, 2020 Oversight Commission 20-1134 ICPOC Serious Incident Response Contingency Plan 2 AAPOA Mediation The Chair lead a discussion on the points the Commission requests the City's negotiation consider during the AAPOA CBA negotiation in preparation for a meeting with the City's negotiation team. During the discussion, the Commission reviewed the resolution passed by ICPOC during the July 1, 2020 meeting regarding the AAPAO CBA. 3 Policing During COVID-19 Chair Jackson referenced a well-publicized incident with unmasked officers in close contact with an African American youth in West Park. Chief Cox responded and provided updates on use of masks by Police Officers of the Ann Arbor Police Department. Vice-Chair Todoro-Hargreaves provided an update on Downtown Area and compliance with COVID-19 and posed questions about AAPD plans for enforcement of executive orders. Chief Cox provided responses to the Commission. 4 Complaint Review Vice Chair Todoro-Hargreaves led the discussion on reviewing complaints. Chair Jackson requested that AAPD increase flexibility on when AAPD is able to facilitate body camera footage review by the Commission. 5 Memorandum on Trespassing Policies Commissioners agreed to provide suggested revisions to the Draft Memorandum by August 3. 6 ICPOC Task Worksheet The Chair called for Commissioners to sign up for Commission tasks and review current assignments.
