Jackson called the meeting to order at 6:01 p.m. ROLL CALL Present all participants from Sterling Heights, Pittsville, Township, and Ann Arbor, MI. Present 9- Jude Walton, Lisa Jackson, Mohammad Othman, Frances Todoro-Hargreaves, Bonnie Billups, Ali Ramlawi, Anan Ameri, Stefani Carter, and Makiah Shipp Absent 2- Linh Song, and Sarah Burch APPROVAL OF AGENDA Approved as presented PUBLIC FORUM No public forum. APPROVAL OF MINUTES 21-1549 ICPOC June 2021 Meeting Minutes A motion was made by M. Othman, seconded by S. Carter, that the Minutes be Approved by the Commission and forwarded to the City Council and should be returned by 9/20/2021. On a voice vote, the Chair declared the motion carried. OLD BUSINESS NEW BUSINESS Complaint Website Update L. Jackson reported on the public facing website as a new addition to the ICPOC webpage. The site will include complaint numbers and status to keep the public informed about the process. F. NACOLE 2021 Training L. Jackson gave an update on the NACOLE virtual conference. This will include 32 individual webinars that are open to the public until October 7, 2021 the cost is $15.00 per session. She discussed the in-dept training this will provide for commissioners doing civilian police oversight. ACT NOW Focus Group Participation L. Jackson discussed the ACT NOW project. The Ann Arbor Listening Session on Re-Imagining Policing in Ann Arbor on Monday, August 9th and Tuesday, August 10th at the Justice Center and City Hall. The facilitators engaged in a discussions with the community to help co-create and implement positive police reform in Ann Arbor. New Commissioner Applicants L. Jackson asked commissioners to review the application packets they received, then the commission will plan to interview new applicants in the next few weeks. L. Jackson invited the public to visit the city webpage and apply for the commission if interested. Report Out From The Visioning/Strategic Planning Session L. Jackson gave a summary on the Strategic Planning Retreat from July. Commissioners will review the topics they want to prioritize for the near future. L. Jackson asked commissioners to notify her with the areas they want to contribute and asked commissioners to work on the strategic planning retreat follow up package. Unarmed Public Safety Response L. Jackson reported on Council's approval of the Resolution on Unarmed Public Safety. The City Administrator will have a plan in place by December, 2021. The plan is to help better serve the community through unarmed public safety response with more progressive moves around mental health issues. F. Todoro-Hargreaves discussed the 911 process and how long a response will take if someone is in crisis. REPORT FROM COMMITTEES M. Othman reported on the CREW Study Group, and their guest speaker City of Ann Arbor Page 2 Independent Community Police Meeting Minutes - Final August 24, 2021 Oversight Commission Mary King, former Director of the Michigan Prisoner Re-entry Initiative for Washtenaw County. COMMUNICATIONS L. Jackson reported on the Facial Recognition Technology working group and their review of the first draft ordinance. The group requested a second draft and will submit their edits and suggestions for the City Attorney office by August 23, 2021. PUBLIC COMMENT No public comments were brought before the commission.
