CALL TO ORDER
L. Jackson called the meeting to order at 6:01 p.m.
ROLL CALL
Present all participants from Ann Arbor and Lodi Township, MI.
Present 8- Linh Song, Jude Walton, Lisa Jackson, Mohammad
Othman, Frances Todoro-Hargreaves, Ali Ramlawi,
Stefani Carter, and Makiah Shipp
Absent 3- Bonnie Billups, Anan Ameri, and Sarah Burch

PUBLIC FORUM
No public forum.
APPROVAL OF MINUTES
21-1717 ICPOC August Meeting Minutes
A motion was made by M. Othman, seconded by J. Walton that the
Minutes be Approved with changes by the Commission and
forwarded to the City Council and should be returned by 11/1/2021.
On a voice vote, L. Jackson declared the motion carried.
OLD BUSINESS
Update on ICPOC Complaint Review
F. Todoro-Hargreaves discussed current developments regarding
ICPOC complaints. The commission receives monthly report logs
showing the status of AAPD complaint investigations. Complaint reviews
are improving. Commissioners still have some obstacles with
technology, but a meeting is planned for the near future. There is a total
of 29 complaints in 2020, with 9 more to review in the coming weeks.
Currently 16 complaints have been received for 2021. Some are still
pending with AAPD once completed Information Managers will review. L.

Oversight Commission
Jackson discussed ICPOC is drafting a template with information
collected from other municipalities to create summaries of the cases
reviewed more expeditiously, afterwards post on ICPOC webpage where
the public can review the status and outcome.
ICPOC Training Plan
L. Jackson discussed formalizing ICPOC's training plan created by J.
Walton. The commission made changes and want to use the plan as a
living and breathing document to review annually. The plan suggest 25%
of commissioners be credentialed as certified practitioners of oversight.
L. Jackson went on to add commissioners need at least 45 credit hours of
NACOLE certified training and attend 2 annual conference within 3 years
and required training in six different core competencies. All information is
available at NACOLE.org. Any suggestions, please send to J. Walton for
review. J. Walton motioned to adopt the ICPOC Training Plan, seconded
by M. Othman. Motion passed.
NEW BUSINESS
Commissioner Criteria
L. Jackson ask commissioners to think about a criteria that will align with
our strategic planning goals when reviewing new commissioners. Look
strategically at areas of improvement moving towards the future.
NACOLE Conference Trainings Update
L. Jackson discussed the ongoing NACOLE online conference trainings
open now through October 7, 2021. She suggested two worth viewing;
Arbitration for Oversight and Data Analysis Session.
REPORT FROM COMMITTEES
No committee report.
COMMUNICATIONS
M. Othman expressed condolences to Chair Jackson and Vice-Chair
Todoro-Hargreaves on the recent lost in their families.
M. Othman reported on the CREW Study Group they met with members
from the Michigan Prison Re-Entry Initiative (MPRI) and the Brighter Way
program run by a former MPRI inmate. The group is reviewing long-term

issues such as housing and transportation.

M. Othman moved to adjourn the meeting, seconded by S. Carter.
