Jackson called the meeting to order at 6:03 p.m. ROLL CALL Present 10 - Linh Song, Jude Walton, Lisa Jackson, Mohammad Othman, Frances Todoro-Hargreaves, Bonnie Billups, Ali Ramlawi, Anan Ameri, Stefani Carter, and Makiah Shipp APPROVAL OF AGENDA Approved as presented APPROVAL OF MINUTES 21-2048 ICPOC October Meeting Minutes A motion was made by B. Billups, seconded by F. Todoro-Hargreaves, that the Minutes be Approved with changes by the commission and forwarded to the City Council and should be returned by 12/20/2021. On a voice vote, the Chair declared the motion carried. PUBLIC FORUM No public comments were brought before the commission. SPECIAL PRESENTATIONS City of Ann Arbor Page 1 Independent Community Police Meeting Minutes - Final November 23, 2021 Oversight Commission OLD BUSINESS Dr. Kevin Karpiak, Professor; Dept of Sociology, Anthropology and Criminology, Eastern Michigan University, Police Innovations Grant Dr. Karpiak discussed and answered questions about the Police Innovation grant from Community Foundation of Southeast Michigan, and their partnership with ICPOC to analyze traffic stop data. Southeast Michigan Criminal Justice Policy Research Project (SMART) will aid in that analysis with support from 21CP Solutions a new Community Policing Innovation designed to support community led initiatives having to do with policing and public safety. The project will partner with the police department and municipal government to rethink the nature of public safety. By offering administrative, technical and subject area support to help in the larger assessment of traffic stop data and how it can be used to make decisions about police oversight. Review Philadelphia Traffic Stop Model L. Jackson discussed Bill No. 210636-A passed by Philadelphia's City Council "Traffic Code" and Making Traffic Stop Data Public and reached out to any commissioners interested in volunteering to work on a subcommittee to possibly implement a similar ordinance for Ann Arbor. Commissioners Carter and Walton have joined. ICPOC/Community Activity for First Quarter of 2022 L. Jackson announced that effective January 1, 2022 ICPOC will meet in-person at City Hall and ask commissioners what activities would the commission be interested in pursuing the first quarter of 2022? The commission will plan a youth summit, to talk about policing and what does public safety look like in the future? Community outreach in churches and community organizations. A meet and greet with the AAPD to open up different layers of communication with the police. NEW BUSINESS REPORT FROM COMMITTEES No report. Jackson announced Commissioner Anan Ameri plans to leave the country in 2022 for a few months. Therefore, she will resign from ICPOC at the end of the year. Happy Birthday to Commissioner Ameri! PUBLIC COMMENT No public comments were brought before the commission ADJOURNMENT M. Othman moved to adjourn the meeting, seconded by S. Carter.
