Larcom, Jr. Building, 2nd Floor Council Chambers, 301 E. Huron Street. ROLL CALL (KAYLA COLEMAN) Kayla Coleman called the roll. Non-voting Commission members: Sergeant Bill Clock,Steve Dolen, Raymond Hess. Non-voting Commission members absent: Howard Lazarus, Liz Margolis, Matt Webb. Bill DeGroot attended as an alternate for Commissioner Sanderson. Per City of Ann Arbor By-laws of The Transportation Commission Art.4 s.5, Commissioner Robert Gordon was present and served. Present: 4- Linda Diane Feldt, Bradley Parsons, Timothy Hull, and Molly Kleinman Absent: 3- Julie Boland, Kathy Griswold, and Tim Sanderson APPROVAL OF CONSENT AGENDA (LINDA DIANE FELDT) Approval of Agenda and Minutes 19-1364 Transportation Commission Meeting Minutes of June 2019 A motion was made by Parsons, seconded by Kleinman, that the Consent Agenda be Approved by the Commission and forwarded to the City Council and should be returned by 8/19/2019. On a unanimous voice vote, the Chair declared the motion carried. City of Ann Arbor Page 1 Transportation Commission Meeting Minutes - Final July 17, 2019 PUBLIC COMMENT - 3 MINUTES PER SPEAKER (LINDA DIANE FELDT) Charnetski - Traverwood, Nixon, and State of Michigan Crosswalk Law Trudeau - State Crosswalk Law: Written Comment, Not Present 19-1372 Trudeau - State Crosswalk Law Received and Filed INFORMATION AND DISCUSSION Downtown Development Authority (DDA) Updates (AMBER MILLER) Commissioner questions and comments included: - Safety of curb on State St. - Bike traffic and pedestrian volume. - Shared pedestrian and bike environments. - Double threat treatments. - Grand opening event with stakeholder groups, Bicycle Alliance of Washtenaw, etc. - Dedicated bicycle light. - Bus traffic. - Integration with other bike system improvements. 19-1446 Downtown Development Authority (DDA) Updates Received and Filed SnowBuddy Presentation (LISA BRUSH) Commissioner questions and comments included: - Sidewalk accessibility. - City code - vehicles on sidewalks? - Ordinances that support/enable SnowBuddy-type programs. - Sidewalks as transportation corridors, community-wide benefit. - City's road maintenance quality. - Sidewalk gaps. - Anticipated SnowBuddy report - August/September 2019. Lane Reconfiguration. - Public misunderstanding of improvement costs and project impacts. - Engagement support: in-person vs online. - Land development considerations. 19-1358 Lane Reconfiguration Projects Update Received and Filed 19-0913 Resolution to Proceed with a Road Reconfiguration and Safety Enhancement Project for Earhart Road, from US-23 to South Waldenwood Drive and Appropriate $34,500.00 and $40,500.00 Respectively from the General Fund and Alternative Transportation Fund Balances (8 Votes Required) City of Ann Arbor Page 3 Transportation Commission Meeting Minutes - Final July 17, 2019 See attached 'Transportation Commission Road Reconfiguration Additional Statement.pdf' A motion was made by Kleinman, seconded by Gordon, that the Transportation Commission recommends that City Council approve the Resolutions to Proceed with Road Reconfigurations for Green Road, from Burbank Drive to Plymouth Road, for Traverwood Drive, from Huron Parkway to Plymouth Road, and for Earhart Road, including a Safety Enhancement Project, from US-23 to South Waldenwood Drive, and appropriate $34,500.00 and $40,500.00 respectively from the General Fund and Alternative Transportation Fund Balances; and, that an additional statement from the Transportation Commission be provided to City Council with this action. The Commission action will be forwarded to the City Council and should be returned by 8/5/2019. State of Michigan Crosswalk Law (LINDA DIANE FELDT) 19-1359 Recommendation from the Transportation Commission Regarding State of Michigan Crosswalk Law and Related Materials See attached 'HB 4738 - Combined Recommendation_FINAL.pdf' A motion was made by Gordon, seconded by Kleinman, that the Transportation Commission forward their recommendation concerning HB 4738 to City Council for consideration and should be returned by 8/5/2019. On a voice vote, the Chair declared the motion carried with a no vote by Bill DeGroot. Vice-Chair Elections (LINDA DIANE FELDT) A motion was made by Parsons, seconded by Gordon, that Kleinman be elected as Vice Chair. On a unanimous voice vote, the Chair declared the motion carried. Energy Commission Electric Vehicle (EV) Readiness Subcommittee - Transportation Commission representative (LINDA DIANE FELDT) A motion was made by Kleinman, seconded by Parsons, that Robert Gordon continue serving on the Energy Commission's EV Readiness Subcommittee and act as an informal liaison to the Transportation Commission. On a unanimous voice vote, the Chair declared the motion carried.
