Larcom, Jr. Building, 2nd Floor Council Chambers, 301 E. Huron Street. ROLL CALL (NANI WOLF) Nani Wolf called the roll. Non-voting Commission members: Sergeant Bill Clock,Steve Dolen, Raymond Hess. Non-voting Commission members absent: Howard Lazarus, Liz Margolis, Matt Webb. Tim Sanderson attended as an alternate for Commissioner Sims. Per City of Ann Arbor By-laws of The Transportation Commission Art.4 s.5, Commissioners Scott Trudeau and Robert Gordon were present and served. Present: 4- Linda Diane Feldt, Bradley Parsons, Julie Boland, and Molly Kleinman Absent: 2- Kyra Sims, and Kathy Griswold APPROVAL OF CONSENT AGENDA (LINDA DIANE FELDT) Approval of Agenda and Minutes 19-1192 Transportation Commission Meeting Minutes of May 15, 2019 A motion was made by Parsons, seconded by Boland, that the Consent Agenda be Approved by the Commission and the minutes be forwarded to the City Council and should be returned by City of Ann Arbor Page 1 Transportation Commission Meeting Minutes - Final June 19, 2019 7/15/2019. On a unanimous voice vote, the Chair declared the motion carried. PUBLIC COMMENT - 3 MINUTES PER SPEAKER (LINDA DIANE FELDT) Charnetski - Windsor Connector 19-1268 Public Comment - Charnetski Received and Filed INFORMATION AND DISCUSSION Commissioner Communication Guidelines Presentation (NANI WOLF) Senior Assistant City Attorney Christopher M. Frost answered commissioner questions. Commissioner questions and comments included: - Obligations of commissioners to retain records post-appointment. - Definition of a "city record." - Phone calls' subjection to a Freedom of Information Act (FOIA) request. - Email accounts on which materials can be FOIA-ed. - Concern over ambiguity and time committment in complying with a FOIA request. 19-1195 Commissioner Communication Guidelines Presentation & Background Materials Received and Filed Capital Improvements Plan (CIP) Update (DEBORAH GOSSELIN) Commissioner questions and comments included: - Interest in funding through the Downtown Development Authority (DDA). - Discrepancies between priority rank and funding level. - Quiet Zone funding. - Ellsworth intersection funding and signal status. 19-1194 CIP Update Presentation and Background Materials Received and Filed City of Ann Arbor Page 2 Transportation Commission Meeting Minutes - Final June 19, 2019 Lane Reconfiguration Projects Update (RAYMOND HESS) Commissioner questions and comments included: - Implementation feasibility given construction cycles. - Interest in staff adaptation/response after receiving public comment. - Request for public comment on existing road diets post-implementation. - Geographic origin of online comments. - Request for road diet examples from other cities. - Request for before and after travel-time data on existing road diets when data collection concludes. Streetlight/Illumination Presentation (RAYMOND HESS) (20 MINUTES) Commissioner questions and comments included: - Desire to know the percentage/quantity of crosswalks that are not sufficiently lit. - Cost of DTE lighting. - Planning Commission and Energy Commission are working on a draft dark skies ordinance. 19-1207 Streetlights/Illumination Presentation & Background Materials Received and Filed BUSINESS Six E's - Commissioner Assignments (LINDA DIANE FELDT) Commissioner questions and comments included: - Request for additional materials on social equity. - Request for information on the Comprehensive Transportation Plan Update process and commissioners' role. - Update on the Community Advisory Committee for the Comprehensive Transportation Plan Update - diverse viewpoints well-represented. Commissioners agreed to forward the Six E reports on to Sam Schwartz for inclusion in the Comprehensive Transportation Plan Update. 19-0770 Six Es Exercise: Commissioner Reports Received and Filed City of Ann Arbor Page 3 Transportation Commission Meeting Minutes - Final June 19, 2019 STAFF REPORT AND UPDATES (RAYMOND HESS) 19-1196 Transportation Project Updates June 2019 Commissioner questions and comments included: - Full signalization vs. High-Intensity Activated Crosswalk (HAWK) at Huron & Thayer. - Additional interest in implementation schedule of road diets. - Inquiry about alternatives to the Safe Routes to School program. Received and Filed 19-1197 Ann Arbor Traffic Stop Data 2018 Received and Filed LIAISON REPORTS (LINDA DIANE FELDT) Commissioner questions and comments included: - Alternatives to the Safe Routes to School program as a city concern versus an AAPS concern. - Planning Commission: Transit-oriented zoning has been placed on the workplan. - University of Michigan: Federal Highway Administration (FHWA) provided feedback on the proposed N. University crosswalk project, 6-18-2019. 19-1212 Ann Arbor Public Schools Update 06-19-2019 Received and Filed COMMISSION MEMBER COMMUNICATIONS (LINDA DIANE FELDT) Commissioner questions and comments included: Feldt - re-appointment priority of the commission.
