Larcom, Jr. Building, 2nd Floor Council Chambers, 301 E. Huron Street. ROLL CALL (KAYLA COLEMAN) Kayla Coleman called the roll. Non-voting Commission members: Sergeant Bill Clock, Raymond Hess, Howard Lazarus, Liz Margolis. Non-voting Commission members absent: Steve Dolen, Matt Webb. Present: 8- Linda Diane Feldt, Bradley Parsons, Timothy Hull, Julie Boland, Molly Kleinman, Kathy Griswold, Tim Sanderson, and Wendy Woods APPROVAL OF CONSENT AGENDA (LINDA DIANE FELDT) Approval of Agenda Approval of Minutes 19-1519 July 2019 Meeting Minutes A motion was made by Councilmember Griswold, seconded by Boland, that the Consent Agenda be Approved by the Commission and forwarded to the City Council and should be returned by 9/16/2019. On a unanimous voice vote, the Chair declared the motion carried. City of Ann Arbor Page 1 Transportation Commission Meeting Minutes - Final August 21, 2019 APPROVAL OF SPECIAL MEETING MINUTES (LINDA DIANE FELDT) Approval of July 29 Special Meeting Minutes 19-1520 July 29, 2019, Special Meeting Minutes - Staff to confirm that absent members are required to be recorded. - Minutes will be edited to reflect other Commissioners that participated in the meeting: presentations by Raymond Hess and Howard Lazarus. A motion was made by Councilmember Griswold, seconded by Parsons, that the July 29 Special Meeting Minutes be Approved by the Commission and forwarded to the City Council and should be returned by 9/16/2019. On a unanimous voice vote, the Chair declared the motion carried. PUBLIC COMMENT - 3 MINUTES PER SPEAKER (LINDA DIANE FELDT) Charnetski - Transportation Planning INFORMATION AND DISCUSSION ReImagine Washtenaw (NATHAN VOGHT) Commissioner questions and comments included: - Bus rapid transit accommodations. - Bike safety improvements. - Park & ride lot land preservation. - Ride-hailing (Uber, Lyft, etc.). - Americans with Disabilities Act detectable warning crosswalk pads. - Midblock crossing at Yost Blvd. - Traffic counts on US-23. - Bus service hours. - Curb space management. - Existing bike infrastructure and challenges. - Support/involvement from the business community. 19-1522 ReImagine Washtenaw Background Materials & Presentation Received and Filed City of Ann Arbor Page 2 Transportation Commission Meeting Minutes - Final August 21, 2019 Crash Data Reporting and Trends (CYNTHIA REDINGER) Commissioner questions and comments included: - Weather conditions and seasons during crashes. - Distracted and impaired driving. - Type of crash (pedestrian-bike, bike-car, etc.). - Public availability of data. - Lighting and streetlight outages. - Close-call data. - Washtenaw and Plymouth bike/pedestrian provisions. - Car-deer crashes. 19-1523 Crash Data Reporting and Trends Background Materials Referred to the Transportation Commission due back on 9/18/2019 Construction Impacts to Active Transportation (RAYMOND HESS) Commissioner questions and comments included: - Mobility challenges experienced due to sidewalk impacts from construction. - Low sidewalk closure costs, lack of of penalty for sidewalk closure past project deadline. - Status of implementing Pedestrian Safety and Access Task Force recommendations. 19-1524 Construction Impacts to Active Transportation Referred to the Transportation Commission due back on 9/18/2019 Ann Arbor Area Transportation Authority (AAATA) Construction Impacts (TIM SANDERSON) Commissioner questions and comments included: - Bus detour control and preparation. - Practices and assurances in place for detour notifications. - Website postings. - Community reporting of concerns. 19-1525 AAATA Construction Impacts - Written Response Received and Filed City of Ann Arbor Page 3 Transportation Commission Meeting Minutes - Final August 21, 2019 BUSINESS Micro-mobility Committee Appointment (LINDA DIANE FELDT) A motion was made by Kleinman, seconded by Griswold, that Scott Trudeau be appointed to the Micro-Mobility Committee. On a unanimous voice vote, the Chair declared the motion carried. STAFF REPORT AND UPDATES (RAYMOND HESS) 19-1526 Transportation Project Updates August 2019 Commissioner questions and comments included: - Traffic Calming budget. - Cut-throughs (Rosedale and Glenwood). - Arbor Bike and road diet status updates. - Research Park. - Washtenaw and Pittsfield update. Received and Filed LIAISON REPORTS (LINDA DIANE FELDT) Commissioner questions and comments included: - Road diets. - Washington Street bike infrastructure. - Transit signal priority grant. - Upcoming AAATA route changes. - County Road Millage. COMMISSION MEMBER COMMUNICATIONS (LINDA DIANE FELDT) Commissioner questions and comments included: - Attendance. - Commissioner vacancies. NEXT AGENDA ITEMS Work plan: - Parking (DDA). Other topics requested: - Comprehensive Transportation Plan Update. - Crash data update.
