Larcom, Jr. Building, 2nd Floor Council Chambers, 301 E. Huron Street. ROLL CALL (KAYLA COLEMAN) Kayla Coleman called the roll. Non-voting Commission members: Sergeant Bill Clock, Steve Dolen, Raymond Hess. Non-voting Commission members absent: Howard Lazarus, Liz Margolis, Matt Webb. Commissioner Sanderson arrived at 7:30 p.m. Councilmember Griswold arrived at 8:10 p.m. Present: 9- Linda Diane Feldt, Bradley Parsons, Timothy Hull, Julie Boland, Molly Kleinman, Kathy Griswold, Tim Sanderson, Wendy Woods, and Deanna Lernihan Absent: 1- James Summers APPROVAL OF CONSENT AGENDA (LINDA DIANE FELDT) Approval of Agenda and Minutes 19-1746 August 2019 Meeting Minutes A motion was made by Woods, seconded by Kleinman, that the Consent Agenda be Approved by the Commission and the minutes be forwarded to the City Council and should be returned by 10/23/2019. On a unanimous voice vote, the Chair declared the City of Ann Arbor Page 1 Transportation Commission Meeting Minutes - Final September 18, 2019 motion carried. PUBLIC COMMENT - 3 MINUTES PER SPEAKER (LINDA DIANE FELDT) Charnetski - USDOT & MDOT Rail Projects, Pittsfield Crosswalk 19-1844 Public Comment - Charnetski Received and Filed INFORMATION AND DISCUSSION Downtown Development Authority (DDA) Parking Presentation (JADA HAHLBROCK & SUSAN POLLAY) Commissioner questions and comments included: - Investment in parking versus active transportation. - Ann/Ashley parking garage funding. - On-street bike and handicap parking. - University of Michigan parking impact. - Taxpayer parking cost. - Mobile payment apps. 19-1748 Downtown Development Authority (DDA) Parking Materials Received and Filed Comprehensive Transportation Plan Presentation (ELI COOPER & STACEY MEEKINS) Commissioner questions and comments included: - Degree of Transportation Commission involvement in/influence over plan update. - Transit Intercept Survey. - Planning Commission: coordination to consider feedback. 19-1846 Comprehensive Transportation Plan Update Presentation Received and Filed BUSINESS City of Ann Arbor Page 2 Transportation Commission Meeting Minutes - Final September 18, 2019 Crash Data Reporting - Final (LINDA DIANE FELDT) Commissioner questions and comments included: - Impaired driving frequency, numbers. - Visual accessibility of maps. - Incorporation to a2gov.org/TransportationCommission. - Typo (p.4). 19-1523 Crash Data Reporting and Trends Background Materials Received and Filed Pedestrian Safety & Access Task Force (PSATF) Recommendations on Construction Impacts to Active Transportation (LINDA DIANE FELDT) Commissioner questions and comments included: - Violation reporting. - University of Michigan sidewalk closures. 19-1524 Construction Impacts to Active Transportation Received and Filed CIP Committee Recommendations (LINDA DIANE FELDT & BRADLEY PARSONS) Commissioner questions and comments included: - Safe-cycling route map. - Bike network connectivity and protected infrastructure. - Washington St. 19-1750 CIP Committee Recommendations A motion was made by Parsons, seconded by Councilmember Griswold, that the CIP Committee Recommendations be Approved by the Commission and forwarded to the City Planning Commission and should be returned by 10/15/2019. On a unanimous voice vote, the Chair declared the motion carried. STAFF REPORT AND UPDATES (RAYMOND HESS) 19-1751 Transportation Project Updates September 2019 City of Ann Arbor Page 3 Transportation Commission Meeting Minutes - Final September 18, 2019 Commissioner questions and comments included: - Huron & Thayer crosswalk. Received and Filed 19-1752 ReImagine Washtenaw Follow-Up to August 2019 Meeting Received and Filed LIAISON REPORTS (LINDA DIANE FELDT) Commissioner questions and comments included: - State crosswalk and white cane laws. - AAATA long-range plan meeting (10/23/2019, 5:30-8 p.m., Downtown Library). COMMISSION MEMBER COMMUNICATIONS (LINDA DIANE FELDT) Commissioner questions and comments included: - Six E's, Evaluation: 2019 crash data examination. NEXT AGENDA ITEMS Work plan/staff-identified topics: - Barton Drive Resurfacing and Water Main Replacement Project. - Sidewalk Gaps - revised criteria and weighting. Other topics requested: - Transportation Plan presentation of draft plan (before Planning Commission). - University of Michigan parking and road ownership. - Protected bike infrastructure and low-stress network.
