Mike Scherba Present: 10 - Linda Diane Feldt, Bradley Parsons, Timothy Hull, Julie Boland, Molly Kleinman, James Summers, Bret Hautamaki, Bryan Smith, Erica Briggs, and Areli Balderrama 20-1898 Transportation Commission Roster Received and Filed APPROVAL OF CONSENT AGENDA (MOLLY KLEINMAN) Approval of Agenda City of Ann Arbor Page 1 Transportation Commission Meeting Minutes December 16, 2020 Approval of Minutes 20-1769 November 2020 Transportation Commission Meeting Minutes A motion was made by Hautamaki, seconded by Parsons, that the Consent Agenda be Approved by the Commission and the Minutes be forwarded to the City Council and should be returned by 1/19/2021. On a unanimous voice vote, the Chair declared the motion carried. PUBLIC COMMENT - 3 MINUTES PER SPEAKER (MOLLY KLEINMAN) Charnetski - Nixon sidewalk postponement and Barton/Bandemer pedestrian tunnel INFORMATION AND DISCUSSION LowerTown Area Mobility Study Update (LUKE LIU & STEVE LOVELAND, OHM ADVISOR) Commissioner questions and comments included: • Bicycle environment and scoring along Plymouth • BEQI (Bicycle Environmental Quality Index) vs. Low Stress/All Ages and Abilities Network • Traffic Study Review Process • Balance of easier, safer, and more efficient travel relative to Vision Zero • Bike and pedestrian infrastructure • Safety considerations for paint on the bike lanes • Who goes through the corridor and why? • Data collection - time of day, can it be applied elsewhere? • Urgent bike safety needs 20-1990 Lower Town Area Mobility Study Presentation Received and Filed BUSINESS Seventh Street Process Committee Update (JULIE BOLAND, LINDA DIANE FELDT & SETH PETERSON) Commissioner questions and comments included: • Limitations: State regulations, budget City of Ann Arbor Page 2 Transportation Commission Meeting Minutes December 16, 2020 • Lighting for pedestrian visibility • Major street traffic calming: amendment vs. separate program • Communication and education • Road jurisdiction • Bicycle safety • Resident receptivity to changes 20-1947 Seventh Street Committee Meeting Notes Received and Filed 20-1728 Seventh Street Process Committee Recommendations Referred to the Transportation Commission due back on 1/20/2021 Glenwood Traffic Calming Update (KAYLA COLEMAN) No commissioner questions or comments. Glenwood Traffic Calming Resolution (MOLLY KLEINMAN) 20-1837 Glenwood Traffic Calming Resolution A motion was made by Feldt, seconded by Boland, that the Transportation Commission recommends that City Council approve the "Resolution to Approve the Installation of Traffic Calming Devices on Glenwood Avenue." The Commission action will be forwarded to the City Council to be returned by 2/16/2021. On a unanimous voice vote, the Chair declared the motion carried. Healthy Streets Update (RAYMOND HESS) Commissioner questions and comments included: • Traffic flow confusion • Usage: current infrastructure vs. healthy streets infrastructure • Permanent solutions/road diets beyond COVID • Effectiveness, speed reduction, crash data comparisons • Implementation strategies, timeline 20-1896 Healthy Streets Report City of Ann Arbor Page 3 Transportation Commission Meeting Minutes December 16, 2020 A motion was made by Hautamaki, seconded by Boland, that the Transportation Commission recommends that City Council pursue Healthy Streets implementation and necessary budget allocations for April 2021. Further, to include neighborhood streets in the implementation. We strongly recommend identifying locations where previous Healthy Streets reconfigurations could be made permanent. The Commission action will be forwarded to the City Council to be returned by 1/19/2021.
