Non-voting Commission members: Raymond Hess, Nicholas Hutchinson, Lieutenant Mike Scherba Non-voting Commission members absent: Steve Dolen, Liz Margolis, Ben Stupka Attending staff, presenters and guest speakers: Seth Peterson Present: 10 - Linda Diane Feldt, Bradley Parsons, Timothy Hull, Julie Boland, Molly Kleinman, James Summers, Bret Hautamaki, Bryan Smith, Erica Briggs, and Areli Balderrama 21-0103 Transportation Commission Roster Received and Filed APPROVAL OF CONSENT AGENDA (MOLLY KLEINMAN) Approval of Agenda City of Ann Arbor Page 1 Transportation Commission Meeting Minutes January 20, 2021 Approval of Minutes 21-0104 December 2020 Transportation Commission Meeting Minutes A motion was made by Feldt, seconded by Hautamaki, that the Consent Agenda be Approved by the Commission and the Minutes be forwarded to the City Council and should be returned by 2/16/2021. On a unanimous voice vote, the Chair declared the motion carried. PUBLIC COMMENT - 3 MINUTES PER SPEAKER (MOLLY KLEINMAN) 21-0105 Public Communications Received and Filed INFORMATION AND DISCUSSION Neighborhood Slow Streets Update (RAYMOND HESS) Commissioner questions and comments included: • Barricade and signage: type/style, placement throughout the corridor and on approaching feeder streets • Enforcement • Soft approach • Assessment, evaluation, construction coordination • Consideration for psychological understanding • Healthy Streets Committee • Less than 25 mph speed • Street selection • Traffic Calming Program • Permanent installation BUSINESS Healthy Streets Committee (BRADLEY PARSONS & MOLLY KLEINMAN) Commissioner questions and comments included: • Emphasis of education City of Ann Arbor Page 2 Transportation Commission Meeting Minutes January 20, 2021 • Coordination between Committee and staff work • Respond to previous feedback 21-0106 Healthy Streets Committee A motion was made by Boland, seconded by Councilmember Briggs, that the Transportation Commission establish the Healthy Streets Committee, approve the proposed charter as amended and approve the following commissioners to serve on the committee: Areli Balderrama, Councilmember Briggs, Bret Hautamaki, and Molly Kleinman. On a unanimous voice vote, the Chair declared the motion carried. Seventh Street Process Committee Update (JULIE BOLAND, LINDA DIANE FELDT & SETH PETERSON) Commissioner questions and comments included: • Major Street Traffic Calming: Consultant vs. In-house program development 20-1728 Seventh Street Process Committee Recommendations A motion was made by Parsons, seconded by Feldt, that the Seventh Street Process Committee Recommendations be Approved by the Commission and forwarded to the City Council and should be returned by 2/16/2021. On a unanimous voice vote, the Chair declared the motion carried. 21-0134 Seventh Street Process Committee Meeting Notes Received and Filed Transportation Commission 2020 Annual Report (KAYLA COLEMAN) 20-1720 Transportation Commission Annual Report 2020 A motion was made by Feldt, seconded by Boland, that the Transportation Commission 2020 Annual Report be Approved by the Commission and forwarded to the City Council and should be returned by 2/16/2021. On a unanimous voice vote, the Chair declared the motion carried. City of Ann Arbor Page 3 Transportation Commission Meeting Minutes January 20, 2021 Chair and Vice Chair Election (MOLLY KLEINMAN) A motion was made by Councilmember Briggs, seconded by Hautamaki, to Approve the election of Kleinman as Chair and Boland as Vice Chair. On a unanimous voice vote, the Chair declared the motion carried. FY22 Policy Agenda Input (MOLLY KLEINMAN) Commissioner questions and comments included: • State - Automated enforcement - RTA flexibility over the area to participate - Level of service vs. other metrics - Context sensitive speed limit setting/local control over trunkline speed limits - Congestion pricing, tolling, VMT tax • Local - Major street traffic calming program • Prioritization items 21-0107 FY22 Transportation Commission Policy Agenda Input A motion was made by Parsons, seconded by Boland, that the Transportation Commission FY22 Policy Agenda Recommendations be Approved by the Commission and forwarded to the City Council and should be returned by 2/16/2021. On a voice vote, the Chair declared the motion carried with a No Vote by Balderrama. STAFF REPORT AND UPDATES (RAYMOND HESS) Commissioner questions and comments included: • Sidewalk gap scheduling/availability of funds • Traffic signal at Huron and Chapin • Sidewalks with stairs 21-0108 Transportation Project Updates January 2021 Received and Filed 21-0135 Hill Street HSIP Grant City of Ann Arbor Page 4 Transportation Commission Meeting Minutes January 20, 2021 Received and Filed LIAISON REPORTS (MOLLY KLEINMAN) Commissioner comments included: • Hull, Commission on Disability Issues – chapter 40 vegetation ordinance • Smith, AAATA – service restoration updates • Briggs, City Council – actions: Healthy Streets; EV policy; road diets; parking minimums COMMISSION MEMBER COMMUNICATIONS (MOLLY KLEINMAN) NEXT AGENDA ITEMS Commissioner requests and comments included: • Equitable Community Engagement • Discussion of local control of State trunklines • Sidewalk stair removal • Chapter 40 ordinance NEXT MEETING: Wednesday, February 17, 2021, 7:00 p.m. Zoom details to be provided.
