On a unanimous voice vote, the Chair declared the motion carried. PUBLIC COMMENT (MOLLY KLEINMAN) 22-0722 Public Communications City of Ann Arbor Page 1 Transportation Commission Meeting Minutes - Final April 20, 2022 7 Emails received inclusive of attachments • Speaker 1: Bethany Grzesiak – Lower Town Study; homeowner at corner of Swift/Moore; concerned about Moore going to 2-way • Speaker 2: Adam Jaskiewicz – Neighborhood cut-throughs are deteriorating; would be good to have City to maintain them and acquire easements if need be; look to expand network; a need at State to Main connection; Pauline/Runnymeade connection is in bad shape Received and Filed BUSINESS City Council Transportation Issues (MOLLY KLEINMAN) 22-0717 Transportation Commission FY2023 Policy Agenda Recommendations Commissioner questions and comments included: • Advocate for additional transit-oriented and walkable infrastructure X5 • Prioritize data-driven decision-making X2 • Positive social association with taking public transportation • City Council and transportation commission working together • Major street traffic calming program X5 • Increase on-time travel for bus routes X3 • Winter sidewalk maintenance X5 • Removing parking minimums X4 • Restructuring parking fees • All abilities all ages bike network outside of DDA X2 • Crosswalk design guidelines • Neighborhood traffic calming program standards X2 • Bike parking X2 • Promoting non-electric bikes • Banning right on red downtown • Bike sharing • Expansion of automatic pedestrian crosswalk signs Received and Filed INFORMATION AND DISCUSSION Fiscal Year 2023 Budget (MARTI PRASCHAN) City of Ann Arbor Page 2 Transportation Commission Meeting Minutes - Final April 20, 2022 22-0718 Transportation Commission Budget Presentation Commissioner questions and comments included: • Act 51 expenditures include bond proceeds which explains difference from proceeds • Quick Build Projects and budget • Traffic calming as part of bond projects Received and Filed Vision Zero Implementation Plan (RAYMOND HESS) 22-0653 Vision Zero Implementation Plan Commissioner questions and comments included: • Excited, especially about Maple • Engagement strategy - maybe some video segments (before and after) • Need to hold our ground and prep decision makers that change is coming • Be sure to alert Council and have them understand project • Excited about Packard Received and Filed COMMUNICATIONS STAFF REPORT AND UPDATES (RAYMOND HESS) 22-0652 Transportation Project Updates April 2022 Commissioner questions and comments included: None Received and Filed LIAISON REPORTS (MOLLY KLEINMAN) Commissioner questions and comments included: • Planning Commission voted to eliminate parking minimum, but it will come back for consideration; probably go to Council in about a month’s time • AAATA Board is expected to vote on the millage proposal tomorrow night City of Ann Arbor Page 3 Transportation Commission Meeting Minutes - Final April 20, 2022 • Details discussed about a fatal crash that occurred on Stadium near Thaler on 3/30/2022 • Council adopted Transit Oriented Development update COMMISSION MEMBER COMMUNICATIONS (MOLLY KLEINMAN) Recognize Departing Commission Members Commissioner questions and comments included: • Molly: Acknowledge that this will be the last meeting for Commissioners Areli Balderrama and Jim Summers. We thank them for their service to this Commission and its Committees (Areli served on Healthy Streets; Jim served on Micromobility). You will be missed. Additionally, if any Commissioners have suggestions on new Commission members, let me know so that they can be engaged and the Mayor can be informed of possible candidates. • Jim Summers expressed thanks and enjoyment serving on the Commission. • Areli Balderrama expressed thanks serving on the Commission and will miss serving on the Commission. NEXT AGENDA ITEMS We might expect: • Main Street Reconfiguration • S.
