To join the webinar click the following link and enter passcode 664194: https://a2gov.zoom.us/j/96022328200p 22-0919 Homework and Study Guide Received and Filed CALL TO ORDER Molly Kleinman called the meeting to order at 7:02p.m. ROLL CALL (RAYMOND HESS) Non-voting Commission members: Raymond Hess, Nicholas Hutchinson, Lieutenant Mike Scherba Non-voting Commission members absent: Liz Margolis, Ben Stupka Attending staff, presenters and guest speakers: Jeff Kahan, Cyrus Naheedy, Cynthia Redinger Present: 8- Timothy Hull, Julie Boland, Molly Kleinman, James Summers, Bret Hautamaki, Bryan Smith, Wonwoo Lee, and Megan Brovan Absent: 2- Erica Briggs, and Suzette Wanninkhof APPROVAL OF CONSENT AGENDA 22-0920 April 2022 Meeting Minutes A motion was made by Boland, seconded by Brovan, that the Consent Agenda be Approved by the Commission and the minutes be forwarded to the City Council, due on 6/15/2022. On a unanimous voice vote, the Chair declared the motion carried. BYLAWS AMENDMENT City of Ann Arbor Page 1 Transportation Commission Meeting Minutes - Draft May 18, 2022 22-0921 Transportation Commission Bylaws Amendment Memo and Resolution A motion was made by Boland, seconded by Brovan, that the Consent Agenda be Approved by the Commission and the minutes be forwarded to the City Council, due on 6/15/2022. On a unanimous voice vote, the Chair declared the motion carried. PUBLIC COMMENT - 3 MINUTES PER SPEAKER (MOLLY KLEINMAN) 22-0922 Public Comment - (5) 5 Emails received inclusive of attachments and Comments included: • Speaker 1: Josh Lohrke – supportive of bike infrastructure (Main, S. Division, Plymouth, South State) but they are used by drivers as turn lanes or loading zones • Speaker 2: Adam Jaskiewicz – experiences the same issues mentioned by Mr. Lohrke. Received and Filed BUSINESS 22-0925 Proposed Amendments to Ann Arbor City Code Chapter 55 Unified Development Code (Parking Requirements) Commissioner questions and comments: • Lee thanked staff. A motion was made by Hautamaki, seconded by Brovan, that the Transportation Commission recommend approval of the proposed amendment to the Ann Arbor City Code Chapter 55 Unified Development Code related to parking requirements. On a voice vote, the Chair declared the motion carried with 6 in favor and 1 abstention (Lee). 22-0926 S. Division cycle track and parking removal Commissioner questions and comments: • Solid waste issues • Parking; tie into existing cycle track on Division; crosswalk at Packard/Division • Share design at a future meeting City of Ann Arbor Page 2 Transportation Commission Meeting Minutes - Draft May 18, 2022 A motion was made by Brovan, seconded by Boland, that the Transportation Commission recommend removal of on-street parking on portions of Division Street to accommodate a cycle track. On a unanimous voice vote, the Chair declared the motion carried. INFORMATION AND DISCUSSION 22-0927 S. Main Reconfiguration Update Commissioner questions and comments: • Traffic volumes for road diets; sharrow condition; interaction with business at Stadium/Main • Bike lane; sharrow condition; and signage; plowing/sweeping equipment • Transition to/riding on sidewalk Received and Filed Pedestrian Accommodations at Signalized Intersections (CYNTHIA REDINGER and CYRUS NAHEEDY) Commissioner questions and comments: • Flashing yellow downtown; no-turn on red downtown and near schools (e.g. Granger and Packard); interest in a future action item on downtown no turn on red • No turn on red as policy agenda; span vs. mast arms • % of intersections downtown that have no turn on red COMMUNICATIONS Staff Report and Updates (RAYMOND HESS) 22-0923 Transportation Project Updates Commissioner questions and comments: • State/Liberty project Received and Filed Major Capital Project List City of Ann Arbor Page 3 Transportation Commission Meeting Minutes - Draft May 18, 2022 Liason Reports (MOLLY KLEINMAN) Commissioner questions and comments: • AAATA Long range plan • Commissioner Hull's ast meeting; e-bikes and use on paths; AAATA millage and proposed changes; AAATA fare changes; AAATA gaps in service • Parking; development in Kerry Town and brick roads Commission Member Communications (MOLLY KLEINMAN) Commissioner questions and comments: • Thanked Hull for service; Vision Zero Implementation Commission; written public comments, especially the one about Packard and Division NEXT AGENDA ITEMS (MOLLY KLEINMAN) • Sustainable Energy Utility (from Office of Sustainability and Innovation) • Vision Zero Implementation Plan Update • Capital Improvement Plan • Any unresolved/carry-over items from this month?
