CALL TO ORDER
Molly Kleinman called the meeting to order at 7:00p.m.
ROLL CALL (RAYMOND HESS)
Non-voting Commission members: Raymond Hess, Nick Hutchinson,
Lieutenant Mike Scherba
Non-voting Commission members absent: Liz Margolis, Ben Stupka
Attending staff, presenters and guest speakers: Christopher Cespedes,

APPROVAL OF CONSENT AGENDA
Amending Agenda
A motion was made by Houk, seconded by Brovan to amend the
agenda to reconsider support for the Seventh and Greenview
project and place it on the agenda after the bicycle facility
maintenance item. On a unanimous voice vote, the chair declared
the motion carried.

A motion was made by Boland, seconded by Hautamaki, that the
Consent Agenda as amended be Approved by the Commission and
the minutes be forwarded to the City Council, due on 12/19/2022. On
a unanimous voice vote, the Chair declared the motion carried.

A motion was made by Boland, seconded by Brovan, that the
recommended changes as included in the packet for the Bicycle
Facility Maintenance Resolution be approved by the Commission
and forwarded to the City Council, due by 12/19/2022. On an
unanimous voice vote, the Chair declared the motion carried.

Commissioner questions and comments:
• Wanted to revisit last month’s decision
• Traffic is too fast. Traffic calming. New equipment and new types of
facilities. Speed is exacerbated by street being too wide. Posted speed
limits changes.
• Not consistent with how the street should be used; Traffic Calming
Subcommittee can help integrated approach of speed management;
greenway approach.
• Background
• Delay the project for adequate engagement and re-design.
• The policy direction is already set.
• Speed Data
• Road reconstruction and utility work
• Minor traffic calming devices like raised crosswalks
• Need to incorporate traffic calming elements as part of capital projects;
Traffic Calming Subcommittee needs to meet.
• Come back with a different concept
• Removal of parking
A motion was made by Kleinman, seconded by Hautamki, to
recommend the incorporation of additional speed management
and/or traffic calming in the design for the Seventh & Greenview
Project and that the city gather speed data on the area in question.
The motion was approved by the Commission and forwarded to the
City Council and should be returned by 12/19/2022. On a voice vote,
the Chair declared the motion carried.
