To join the webinar, click the following link and enter passcode 664194: https://a2gov.zoom.us/j/96022328200 22-1596 Homework and Study Guide - September 2022 Received and Filed CALL TO ORDER Molly Kleinman called the meeting to order at 7:00p.m. ROLL CALL (RAYMOND HESS) Non-voting Commission members: Raymond Hess, Nick Hutchinson, Lieutenant Mike Scherba Non-voting Commission members absent: Liz Margolis, Ben Stupka Voting Commission members: Forest Yang attended as an alternate in place of Bryan Smith Attending staff, presenters and guest speakers: Jane Allen Present: 9- Julie Boland, Molly Kleinman, Bret Hautamaki, Bryan Smith, Megan Brovan, Suzette Wanninkhof, Peter Houk, Wonwoo Lee, and Larry Keeler Absent: 1- Erica Briggs APPROVAL OF CONSENT AGENDA 22-1613 August 2022 Meeting Minutes DRAFT A motion was made by Lee, seconded by Brovan, that the that the Consent Agenda be Approved by the Commission and the minutes be forwarded to the City Council, due on 11/10/2022. On a unanimous voice vote, the Chair declared the motion carried. PUBLIC COMMENT 22-1578 Public Comment City of Ann Arbor Page 1 Transportation Commission Meeting Minutes - Draft September 21, 2022 7 Emails received inclusive of attachments: •Speaker 1: Clark Charnetski – path is nearly done; CIP non-motorized railroad crossings; is station still in CIP? Received and Filed BUSINESS Ordinance and Bylaws Amendment (MOLLY KLEINMAN) 22-1598 Ordinance and Bylaws Amendment Commissioner questions and comments: • Would a University of Michigan representative qualify as a member of the public? A motion was made by Boland, seconded by Keeler, that the recommended changes to both the Transportation Commission’s enabling ordinance and bylaws to remove “an owner or operator of a transportation business operating in Ann Arbor” and replace this seat with a “member of the public” be approved by the Commission and forwarded to the City Council, due by 11/10/2022. On an unanimous voice vote, the Chair declared the motion carried. Capital Improvement Plan (MOLLY KLEINMAN / PETER HOUK) 22-1587 Capital Improvement Plan Commissioner questions and comments: • A typo was identified and Broadway was replaced with Boardwalk. • It is greatly appreciated that the project covers multiple facets, including prioritization. A motion was made by Hautamaki, seconded by Boland, to recommend approval of the Capital Improvement Plan position statement as revised and related processes as included in the packet, was approved by the Commission and forwarded to the City Council and should be returned by 11/10/2022. On an unanimous voice vote, the Chair declared the motion carried. Seventh and Greenview Project City of Ann Arbor Page 2 Transportation Commission Meeting Minutes - Draft September 21, 2022 22-1588 Seventh and Greenview Project Commissioner questions and comments: • Crosswalk at Scio Church service drive and Greenview are in need for improvement. • Vertical elements and parking; posted speed limit; current parking usage • Some residents have reported concerns in regards to the speeds, despite of the fact that we do not posses such speed date; posted speed limit; what is the need to keep the parking? • Speeding is a problem; road is wide; Seventh north of Scio has buffered bike lanes and looking for consistency; • Are the driveways in this area bigger, and if so are they capable of supporting multiple cars? • Driveways are large; concern about riding in the door zone; don’t want to maintain on-street parking • Not a lot of cyclists in the area; counts of cyclists • Project that leads to a school and a protected bike lane is most appropriate. There is a lot of traffic at drop-off and pick-up. There is a mandate for aggressive safety improvements and we should not compromise. A motion was made by Wanninkhof, seconded by Houk, to remove parking on one side in the project area in favor of an all ages and abilities protected bike lane. The motion was approved by the Commission and forwarded to the City Council and should be returned by 11/10/2022. On a voice vote, the Chair declared the motion carried. A motion was made by Brovan, to remove parking on both sides in favor of an all ages and abilities protected bike lane. The motion failed for lack of second. Vision Zero Implementation Committee (RAYMOND HESS / BRET HAUTAMAKI / JULIE BOLAND) INFORMATION AND DISCUSSION 22-1589 Vision Zero Implementation Committee Commissioner questions and comments: City of Ann Arbor Page 3 Transportation Commission Meeting Minutes - Draft September 21, 2022 • Major streets traffic calming toolbox; timeline for completion; when will consultant come back to the Commission •Why isn’t middle section of Packard included Received and Filed Protected Active Transportation Discussion - Installation, Maintenance, Operations, and Budget Support Commissioner questions and comments: • Need to fast track purchase of maintenance equipment which can be used on protected bike lanes • What are the challenges related to getting this equipment • Should move forward with action; should contemplate equity as a consideration • Kleinman will work on some resolutions to bring back next month A motion was made that the be Presented. On a voice vote, the Chair declared the motion carried.
