How would we educate community about change? • Address a lot of close calls downtown; signage and education; • Evaluation framework; movement of goods for downtown businesses and engagement with them A motion was made by Lee, seconded by Wanninkhof, that the approval of the proposed resolution to restrict turn on red in the downtown area was approved by the Commission and forwarded to the City Council, and due by 9/21/2022. On an unanimous voice vote, the Chair declared the motion carried. Traffic Calming Committee Charter (MOLLY KLEINMAN) 22-1408 Traffic Calming Committee Charter Commissioner questions and comments: • Smith volunteered but have taken a position in Lafayette Indiana. Will try to get other reps from AAATA; • Discussed should speed reduction be included in title or concept. • Leverage traffic calming as part of resurfacing • Improve system approach and less complaint driven City of Ann Arbor Page 2 Transportation Commission Meeting Minutes - Draft August 17, 2022 A motion was made by Boland, seconded by Brovan, that the recommended approval of the proposed Traffic Calming Committee Charter was approved by the Commission and forwarded to the City Council, due by 9/21/2022. Safe Streets For All Grant Application (RAYMOND HESS) 22-1409 Safe Streets For All Grant Application Commissioner questions and comments: • Lobby federal delegation • Any merit in revisiting planning • Accessible pedestrian signals included? A motion was made by Hautamaki, seconded by Lee, that the recommended approval of submitting the Safe Streets For All Grant application was approved by the Commission and forwarded to the City Council, and due by 9/21/2022. On an unanimous voice vote, the Chair declared the motion carried. Capital Improvement Plan (MOLLY KLEINMAN) 22-1422 Capital Improvement Plan Commissioner questions and comments: • Gaps in plan and which should we do first • Identify what to de-prioritize to make room for these recs? • Bandemer/Barton connection; Gallup Park connection; in a good place in the CIP – Re-emphasize? • Crossings across railroad tracks may be a way to address this need A motion was made by Lee, seconded by Boland, to postpone this item to next month to allow time for staff to review and provide recommendations, was approved by the Commission and forwarded to the City Council, and due by 9/21/2022. INFORMATION AND DISCUSSION Ordinance and Bylaws Amendment (MOLLY KLEINMAN) City of Ann Arbor Page 3 Transportation Commission Meeting Minutes - Draft August 17, 2022 22-1410 Ordinance and Bylaws Amendment Commissioner questions and comments: • Jackson ped. crossing improvements Received and Filed STAFF REPORT AND UPDATES (RAYMOND HESS) 22-1411 Staff Report and Updates Received and Filed LIAISON REPORTS (MOLLY KLEINMAN) Commissioner questions and comments: • Ending parking minimums; noise abatement on M-14; • Share any thoughts on the “joint meeting of interested liaisons from Energy, Environmental, Transportation, Disability Issues, and A2Zero Ambassadors on sidewalk maintenance and expansion” held on August 5th? Staff presented, questions asked, report will be given back to Council • Share any quick impressions of last night’s Vision Zero Implementation Committee meeting? Staff will be back next month to review the materials from last night’s meeting; working on 5 year list of projects • Transit millage passage; passed Long Range Plan and first 5 years is funded through millage.
