On a unanimous voice vote, the Chair declared the motion carried. PUBLIC COMMENT City of Ann Arbor Page 1 Transportation Commission Meeting Minutes - Final July 20, 2022 22-1230 Public Comment 3 Emails received inclusive of attachments • Speaker 1: Clark Chernesky – CIP comments Received and Filed BUSINESS INFORMATION AND DISCUSSION DDA Curb Management Study (JADA HAHLBROCK) Commissioner questions and comments included: • Areas covered by study and roadways under MDOT jurisdiction; use of curbs around private developments and considerations for the Planning Dept/Commission • Keeping vehicles out of bike lane • Queue jump lanes for transit or BRT lanes • Parking for people with disabilities; high frequency curb users (TNCs) • Keep crosswalks, curb cuts, and bus stops in mind Capital Improvement Plan (KAYLA COLEMAN) Commissioner questions and comments included: • Recommend a small group of volunteers to make recommendations • Quick Build projects and ongoing budgeting for more of these projects; a little plow for protected bikelanes • What are critical gaps in sidewalks and bike lanes. How are we ranking these gaps • Connectivity and availability thereof – especially connections to parks; State Street corridor plan and creating a sense of place; road diets (e.g. Eisenhower); where are road diets possible, especially in the southern side of town; North Side and Dhu Varren area for non-motorized connections • Pete Houk and Molly Kleinman volunteered to make some recommendations for the Commissions consideration at the next meeting • Looking at TC1 districts and opportunities for improvements 22-1231 Vision Zero Implementation Committee City of Ann Arbor Page 2 Transportation Commission Meeting Minutes - Final July 20, 2022 Commissioner questions and comments included: • Who is target audience for education • How we will incorporate this work into the other Es • Experimenting with different styles and tones of communication (humor) • Distracted walking • Understanding the types of facilities that are in place • Speed management study for materials • Failure to yield of motorists is driving cause of pedestrian crashes and other data contributing to crashes • What’s next – implementation of round 1 quick build; identify next round; speed management study • Other enablers of bad driving behavior – Improper lane usage, improper passing Received and Filed Traffic Calming Committee (MOLLY KLEINMAN) Commissioner questions and comments included: • Changes to street resurfacing program to include traffic calming elements • Can bring charter to next meeting • Molly Kleinman, Erica Briggs, and Bryan Smith volunteered to sit on the Traffic Calming Committee COMMUNICATIONS STAFF REPORT AND UPDATES (RAYMOND HESS) 22-1232 Staff Report and Updates Commissioner questions and comments included: • Platt Road Received and Filed LIAISON REPORTS (MOLLY KLEINMAN) Commissioner questions and comments included: • Council passed a resolution “directing sustainability and transportation policies to be referred to environmental commission.” This will “convene interested representatives from the City’s Environmental Commission, Transportation Commission, Energy Commission, Commission on City of Ann Arbor Page 3 Transportation Commission Meeting Minutes - Final July 20, 2022 Disability Issues, and A2ZERO Ambassadors, along with relevant staff, to identify opportunities for greater coordination between the City’s transportation, safety, and sustainability initiatives as it relates to sidewalk expansion and maintenance.” Expect a communication to come from Missy Stults to you in the coming days • No right turn on red downtown resolution expected • Probably a resolution to remove Council approval of parking removal coming later this fall • Parking minimums was also discussed at Council for first reading • The Village of Ann Arbor vote was postponed to September 7th • Airport picnic in mid-August to learn more about the airport COMMISSION MEMBER COMMUNICATIONS (MOLLY KLEINMAN) NEXT AGENDA ITEMS We might expect: • Vision Zero Implementation Plan/Michigan Fitness Foundation Pedestrian Safety Campaign Update (next meeting is August 16, 2022) • “No turn on red” downtown – possible action item • Crash Report • Platt Road Reconfiguration • Transportation Commission Bylaws – removal of “transportation business operator” NEXT MEETING: August 17, 2022 at 7pm This meeting will be broadcast live on CTN Cable Channel 16, ATT Channel 99 To speak at public comment call: 206 337 9723 or 888 788 0099 and enter Meeting ID: 960 2232 8200 ADJOURNMENT (MOLLY KLEINMAN) Meeting adjourned unanimously at 8:56p.m. Adjourn City of Ann Arbor Page 4
