Approval of Minutes City of Ann Arbor Page 1 Transportation Commission Meeting Minutes October 18, 2023 23-1758 Transportation Commission Meeting Minutes - Sep 2023 Attachments: Sep-2023 Meeting Minutes.pdf A motion was made by Boland, seconded by Lee to recommend the approval of the agenda and the approval of the minutes. On a unanimous voice vote the chair declared the motion carried, said motion was forwarded to City Council and should be returned by 12/04/2023. IV.) PUBLIC COMMENT - 3 MINUTES PER SPEAKER (Bret Hautamaki) 23-1757 Public Correspondence- Emails Attachments: Bike parking on State St.pdf, Crash Trends Report.pdf, UM planning process, possible TC resolution on lane reallocations.pdf, I support lane reductions!.pdf, MDOT Fencing.pdf, Support of Lane Reduction.pdf, Huron River Drive Fencing.pdf 7 Emails received inclusive of attachments – some of which were uploaded today. • Lane conversion resolution; suggest modification; strike reference to FHWA ADT 25k threshold; share timeline. • MDOT plans for safety and fencing along railroad. Road Diet Resolution (Dharma Akmon)(30 Minutes) City of Ann Arbor Page 2 Transportation Commission Meeting Minutes October 18, 2023 23-1772 Road Diet Resolution Attachments: FinalRoadDietResolutionForTC.pdf Commissioner questions and comments: • Projected timeline by 2025 • Capital projects should be included (not just resurfacing). • One time evaluation or regular evaluation? • 2025 timeline did not seem feasible • Inclusion of intersections • Multilane road clarification. • Roads without dedicated transit lanes. • How does that affect the configuration and traffic flow? • AAATA correction; suggest “bus rapid transit” be changed with “bus lanes, priority measures, or non-motorized improvements. • Suggestion for adding streets Broadway/Fifth/Division/Green/Liberty/Washtenaw/Huron/Main; “including but not limited to”; • Strike whereas clause about 25,000 threshold; but decided to leave it • Add a time bound requirement. • Goal of evaluation or implementation? A motion was made by Kleinman, seconded by Boland to recommend the approval of the “Resolution to Accelerate Safety Improvements on Multilane Roads” included in the packet. On a unanimous voice vote the chair declared the motion carried, said motion was forwarded to City Council and should be returned by 12/04/2023. VI.) INFORMATION AND DISCUSSION VI.A.)Programs to Educate All Cyclists (PEAC) Presentation (John Waterman)(30 Minutes) Commissioner questions and comments: • Model of Improvements – Michigan Ave. (Border to Border Trail) • Traffic Calming helps with cognitive impairment • PEAC empowers individuals with disabilities through cycling, active transportation, and self-advocacy education.
