Petitions, Reports and Communications A. Update from the Mayor Mayor Gavin Buckley City Council Remarks 26 May 2020 – 7 p.m. Virtual Meeting Good evening! I want to highlight some of the City of Annapolis’ work toward moving our economy forward in the midst of these terribly trying times. I know that this is difficult. There is probably no elected official who knows this more acutely than someone who came to the job of Mayor from running a business. Before I was Mayor of this amazing City, my business partners and I survived the economic downturn in 2007/2008. That was so painful – many of our fellow business owners weren’t able to hold on through that crisis. This? This is exponentially worse. As elected leaders, it is our job to find a balance between maintaining the public health and helping businesses survive. We share a health department and chief health officer with the county. Director Dr. Nilesh Kalyanaraman has been available to us from the start. He has helped with testing, information and guidance for City staff and decision-makers. That has helped us to stay together in decision making with the County 99 percent of the time. We veered away a little on retail to conform with the phase one reopening guidelines in a way that works for our very different small business retail community. Right now, we hear from many people in our community who would like to see the lockdown continue. On the other side, are people who want everything reopened immediately? Neither of these positions are tenable. We are trying to find a balance. If we err too far on the side of public health, we risk thousands of businesses permanently going under and the Annapolis economy unable to restart when that time arrives. If we err too aggressively on the side of restarting City of Annapolis Page 2 City Council Special Minutes - Final May 26, 2020 commerce, we risk an even greater public health catastrophe. America has lost 100,000 people to this virus. Of those, more than 2000 have perished in Maryland. In less than 90 days. That is an extraordinary loss of life. These are loved ones - wives and husbands, mums and dads, grandmothers and grandfathers, sisters, brothers, aunts, uncles and children. Due to the nature of this virus, most never have to say a proper goodbye. We remain in Phase 1 of reopening. That means restaurants remain open for carryout. Retail is open for one person at a time. Hair salons and barbers are open for one customer at a time, by appointment. Essential retail remains open and all businesses require a face covering to enter. As of June 1, we will align exactly with the County on all parts of Phase One. We will follow these guidelines: • Non-essential retail businesses will be allowing a maximum number of occupants based on one person per 150 square feet. • Hair salons and barbershops will expand to one person per 100 square feet with necessary precautionary measures. • Religious gatherings may occur but may not exceed ten people in an enclosed space. • Automatic car washes and pet grooming provided one customer may be inside the business at any one time. We continue our conversations with the County Executive and the health department. We are committed to a safe reopening strategy. The effort required to achieve the best outcomes are worth it. Anne Arundel County is getting it right – the testing, the contact tracing, the outreach to vulnerable communities and the pace of reopening. When we get to Phase 2, and we do not know when that will be, but when we get word, we will be ready. Our Small Business Recovery Task Force is working feverishly on a plan to help businesses be as successful as possible. A little later tonight, Co-chair Mr. Franyo will report to you what is happening to our businesses. We are excited about these plans to start reopening and we have the participation of business owners all over the City and in every industry you might imagine. Their input and feedback is key to our success. I want to speak directly to those who are engaged in this effort. We are listening and we want to hear more. We know what great pride you take in your businesses from your interactions with the task force. Your ideas, your energy, and your time are invaluable in this process and I thank you. We want Annapolis to be Back in Business. We need to get there safely and without taking a step backwards into lockdown. We must continue to encourage people, encourage our patrons to follow the rules: to wear a face covering, to maintain physical distance and to frequently wash hands. If we can do these things, we can get to the next step even sooner. == This happened at the end of April, but I would like us to take a moment to honor the memory of Bill Tyler, who was dedicated to this City for more than two decades as Finance Director. Bill passed away from COVID-19 on April 25 at the age of 84. He is survived by his three children and six grandchildren. As John Hammond remarked to me over the weekend, Bill was totally devoted to our City. Bill was a fine public servant and a good man. He will be missed. Let’s take a moment to remember Bill Tyler. == [MOMENT OF SILENCE] Thank you. == Lastly, I’d like to recognize a group of people who are really getting a raw deal in this pandemic. The ceremonies and celebrations to mark their graduations are happening in small groups, virtually, or – as the county announced today – in one-on-one mini-ceremonies for students and their immediate family members. These are once in a lifetime events and you do not really get a do-over. But that lack of a formal and usual celebration doesn’t mean that you haven’t worked incredibly hard to earn that diploma or degree or become a commissioned officer. Public Hearings ID-141-20 CITY OF ANNAPOLIS NOTICE OF A PROPOSED REAL PROPERTY City of Annapolis Page 5 City Council Special Minutes - Final May 26, 2020 TAX INCREASE The City Council of City of Annapolis proposes to increase real property taxes. 1. For the tax year beginning July 1, 2020, the estimated real property assessable base will increase by 3.0%, from $6,931,502,914 to $7,139,728,852. 2. If City of Annapolis maintains the current tax rate of $0.7380 per $100 of assessment, real property tax revenues will increase by 3.0 % resulting in $1,536,707 of new real property tax revenues. 3. In order to fully offset the effect of increasing assessments, the real property tax rate should be reduced to $0.7165, the constant yield tax rate. 4. The City of Annapolis is considering not reducing its real property tax rate enough to fully offset increasing assessments. The City of Annapolis proposes to adopt a real property tax rate of $0.7380 per $100 of assessment. This tax rate is 3.0% higher than the constant yield tax rate and will generate $1,536,707 in additional property tax revenues. O-22-20 The Conveyance of City-owned property - For the purpose of approving the conveyance of certain City-owned property to Kathleen L. Woelfel, Carol L. Thames and Sandra M. Woelfel, Co-Trustees of the Survivor’s Trust created under the Woelfel Living Trust; expressly authorizing said conveyance to be made at private sale and not at public auction; expressly finding that the City-owned land to be conveyed is not needed for public use; and generally relating to said conveyance.
