Chambers, Jr. City Council Chambers Virtual Meeting A virtual meeting is when people, regardless of their location, use video and audio to link up online. Virtual Meetings allow people to share information and data in real-time without being physically located together. Call to Order Mayor Buckley called the meeting to order at 5:05 pm. Invocation Given by Alderwoman Pindell Charles. Pledge of Allegiance Led by Mayor Buckley. Closed Session Statement: Pursuant to the requirement of the Annotated Code of Maryland, General Provisions Article§ 3-305 (b) (7). This statement is included in these minutes: A Closed Session of the City Council on Tuesday, September 1, 2020 at 10:07 a.m. Members who voted to meet in the Closed Session: Mayor Buckley, Alderwoman Tierney, Alderman Paone, Alderwoman Pindell Charles, Alderwoman Finlayson attended virtually, Alderman Savidge, and Alderman Arnett Persons attending the Closed Session: Chief of Staff Smith, City Attorney Lyles, City Manager Jarrell, Assistant City Attorney Braithwaite, City Clerk Watkins-Eldridge, Skip Cornbrooks, representing Karpinski, Cornbrooks & Karp The members present took a roll call vote, and the session closed. The authority under which the session closed was the Annotated Code of Maryland, General Provisions Article§ 3-305((b) (7), the purpose of the meeting was to discuss the Housing Authority of the City of Annapolis "HACA" Litigation. There were NO votes taken in the closed session. Upon motion duly made, seconded and adopted, the closed virtual session adjourned at 11:44 City of Annapolis Page 1 City Council Special Minutes - Final September 9, 2020 a.m. Roll Call Tonight's roll call began with Alderwoman Tierney. Present: 7 - Mayor Buckley, Alderwoman Tierney, Alderman Paone, Alderwoman Pindell Charles, Alderwoman Finlayson, Alderman Savidge and Alderman Arnett Absent: 1 - Alderman Gay Approval of Agenda Alderman Arnett moved to approve the agenda as amended to remove the section titled Legislative Actions on First Reader and R-48-20 Consent Decree on first reader from the Consent Calendar. Seconded. CARRIED on voice vote. Legislative Action First Reader R-48-20 Consent Decree - For the purpose of approving the Consent Decree in settlement of Heaven White, et al., v. City of Annapolis, et al., Civil Action No. 1:19-cv-01442-CCB. Sponsors: Buckley Alderman Arnett moved to adopt R-48-20 on first reader. Seconded. CARRIED on voice vote. Alderwoman Finlayson moved to suspend the rules to allow passage of resolution at the meeting of its introduction. Seconded. CARRIED on voice vote. Alderman Paone moved to adopt R-48-20 on second reader. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 7 - Mayor Buckley, Alderwoman Tierney, Alderman Paone, Alderwoman Pindell Charles, Alderwoman Finlayson, Alderman Savidge and Alderman Arnett Absent: 2 - Rodriguez and Alderman Gay Adjournment Upon motion duly made, seconded and adopted, the meeting was adjourned at 5:15 p.m. Regina C.
