3. Legislation before Committee
O-13-15 Lease of Public Parking Lots to FRESHFARM Markets, Inc. - For the
purpose of authorizing a Lease of municipal property located at Parcel
1246, Parcel 1248, and Parcel 1256 as indicated on Attachment A of the
lease from May 3, 2015 through November 22, 2015 (with the exception of
October 11, 2015 and October 18, 2015 for the Fall Boat Shows) to
FRESHFARM Markets, Inc.

Assistant City Attorney Elson gave a presentation on the legislation and answered
questions from the committee.
Alderwoman Finlayson moved to recommend favorably. Seconded. CARRIED on
voice vote.

O-37-14 Lease of City Property to Chesapeake Children’s Museum - For the
purpose of approving a lease between the City of Annapolis and the
Chesapeake Children’s Museum for a portion of the City-owned building
located at 25 Silopanna Road, Annapolis, Maryland; and all other matters
related to said lease with the Chesapeake Children’s Museum.

O-5-15 Floodplain Management in the City of Annapolis - For the purpose of
amending certain sections of Chapter 17.11 of the Annapolis City Code to
comply with updates to new Flood Insurance Rate Maps delineated by the
Federal Emergency Management Agency; and all other matters generally
relating to floodplain management in the City of Annapolis.

Chief of Historic Preservation Craig gave a presentation on the legislation. Chief of Code
Enforcement Menassa was present and answered questions from the committee.
Alderwoman Finlayson moved to recommend O-5-15 with the ECM amendment.
Seconded. CARRIED on voice vote.

construction project value requirement for the issuance of certain permits.

Alderman Budge moved to recommend O-5-15 Favorably with the Budge
amendment and the ECM amendment as follows: On page 1, Amendment #2,
Section 17.12.022 of the Budge Amendment, after "OWNER" "Insert paragraph"
on Page 2, Section 17.12.023, Letter B. Seconded. CARRIED on voice vote:
