3. Legislation before Committee
O-23-15 Modifications to the Tables of Uses for Business and Mixed Use Zoning
Districts - For the purpose of adding “Personal Fitness Studios” to the
tables of uses; defining “personal fitness studios” and “Physical Health
Facilities;” and all other matters generally relating to such uses.

Chief of Comprehensive Planning Nash Planning and Zoning gave a presentation on the
legislation and answered questions from the committee.
Alderwoman Finlayson moved to recommend favorably the following Planning
Commission amendment. Amendment #1 "PERSONAL FITNESS STUDIO" MEANS
AN ESTABLISHMENT, AS DISTINGUISHED FROM A HEALTH CLUB, THAT
SPECIALIZES IN SMALL GROUP AD INDIVIDUAL PHYSICAL TRAINING, EXERCISE,
OR HEALTH AND WELLNESS COUNSELING LED BY AN INSTRUCTOR. THE TOTAL
FLOOR AREA OF THE ESTABLISHMENT DEVOTED TO EXERCISE SPACE SHALL
NOT EXCEED 2,000 SQUARE FEET. THE TERM "PERSONAL FITNESS STUDIO"
INCLUDES BUT IS NOT LIMITED TO AEROBICS, SPIN CYCLING, BOXING OR
MARTIAL ARTS, STEP, YOGA ,PILATES, Strength TRAINING, SELF-DEFENSE, AND
NUTRITION AND WEIGHT CONTROL CLASSES. HOURS OF OPERATION ARE
BETWEEN 6:00 AM AND 10:00 PM. Seconded. CARRIED on voice vote.

O-26-15 Water and Sewer Rates and Stormwater Fees - For the purpose of
increasing the metered use water and sewer rates, and Stormwater fees in
the City of Annapolis.

Civil Engineer Burkhardt Department of Public Works gave a presentation on the
legislation and answered questions from the committee.
Alderman Paone moved to recommend favorably with the Finlayson
Amendment. (see attached) Seconded. CARRIED on voice vote.

Alderman Paone moved to recommend favorably the Finance Committee
amendment as amended. Seconded. CARRIED on voice vote.

O-28-15 Lease of Truxtun Park to Kayak Annapolis, LLC - For the purpose of
approving the lease of certain City-owned property at Truxtun Park to
authorize the operation of a kayak water touring business; and matters
generally relating to said lease.

and answered questions from the committee.

Ted Simporas consultant City of Annapolis gave an overview of the legislation.
Procurement Officer Snyder Central Purchasing, Tim Ryan representing BQ Energy and
Annapolis Solar Park, and Ted O'shea representing ABM gave presentations and
answered questions from the committee.
Alderman Budge moved to recommend favorably. Seconded. CARRIED on voice
vote.
