Call To Order Chairman Paone called the meeting to order at 6:39 p.m. Roll Call Present: 3- Alderman Budge, Alderwoman Finlayson and Alderman Paone 2. Business before Committee Approval of Minutes ECM061515 Approval of Minutes for the Regular Meeting Attachments: June 15, 2015 Alderman Budge moved to approve. Seconded. CARRIED on voice vote. Aye: 3- Alderman Budge, Alderwoman Finlayson and Alderman Paone 3. Legislation before Committee O-23-15 Modifications to the Tables of Uses for Business and Mixed Use Zoning Districts - For the purpose of adding “Personal Fitness Studios” to the tables of uses; defining “personal fitness studios” and “Physical Health Facilities;” and all other matters generally relating to such uses. Alderwoman Finlayson moved to recommend favorably the following Planning Commission amendment. Amendment #1 "PERSONAL FITNESS STUDIO" MEANS AN ESTABLISHMENT, AS DISTINGUISHED FROM A HEALTH CLUB, THAT SPECIALIZES IN SMALL GROUP AD INDIVIDUAL PHYSICAL TRAINING, EXERCISE, OR HEALTH AND WELLNESS COUNSELING LED BY AN INSTRUCTOR. THE TOTAL FLOOR AREA OF THE ESTABLISHMENT DEVOTED TO EXERCISE SPACE SHALL NOT EXCEED 2,000 SQUARE FEET. THE TERM "PERSONAL FITNESS STUDIO" INCLUDES BUT IS NOT LIMITED TO AEROBICS, SPIN CYCLING, BOXING OR MARTIAL ARTS, STEP, YOGA ,PILATES, Strength TRAINING, SELF-DEFENSE, AND NUTRITION AND WEIGHT CONTROL CLASSES. HOURS OF OPERATION ARE BETWEEN 6:00 AM AND 10:00 PM. Seconded. CARRIED on voice vote. Alderman Paone moved to recommend favorably with the Finlayson Amendment. (see attached) Seconded. CARRIED on voice vote. Aye: 3- Alderman Budge, Alderwoman Finlayson and Alderman Paone Alderman Paone moved to recommend favorably the Finance Committee amendment as amended. Seconded. CARRIED on voice vote. Aye: 3- Alderman Budge, Alderwoman Finlayson and Alderman Paone Alderman Paone moved to recommend O-26-15 as amended. Seconded. CARRIED on voice vote. Aye: 3- Alderman Budge, Alderwoman Finlayson and Alderman Paone O-28-15 Lease of Truxtun Park to Kayak Annapolis, LLC - For the purpose of approving the lease of certain City-owned property at Truxtun Park to authorize the operation of a kayak water touring business; and matters generally relating to said lease. Aye: 3- Alderman Budge, Alderwoman Finlayson and Alderman Paone O-32-15 Annapolis Renewable Energy Park - For the purpose of approving the land lease agreement of certain City-owned property containing the closed City City of Annapolis Page 2 Economic Matters Committee Standing Committee Minutes July 20, 2015 of Annapolis Landfill for the construction and operation of a solar photovoltaic (PV) electricity generating facility to be located at those portions of the closed City of Annapolis Landfill; and matters generally relating to said lease Attachments: O-32-15 AREP OrdinanceandLease.docx O-32-15 AREP LeaseSynopsis.docx O-32-15 Fiscal Impact.pdf O-32-15 Signed.pdf Ted Simporas consultant City of Annapolis gave an overview of the legislation. Alderman Budge moved to recommend favorably. Seconded. CARRIED on voice vote. Aye: 3- Alderman Budge, Alderwoman Finlayson and Alderman Paone 4.
