1. Call To Order
Chairman Rodriguez called the meeting to order at 4:07 p.m.
2. Roll Call
Present: 3- Alderman Rodriguez, Finlayson and Savidge
3. Approval of Agenda (any changes to the agenda should be made here)
Alderman Savidge moved to adopt the Regular Meeting Agenda. The motion
carried by the following vote:
Aye: 3- Alderman Rodriguez, Finlayson and Savidge

Alderwoman Finlayson moved to approve. Seconded. A roll call vote was
taken. The motion CARRIED by the following vote:
Aye: 3- Alderman Rodriguez, Finlayson and Savidge
AP-52-18 The Appointment of Elizabeth Clare Conger to the Alcoholic Beverage
Control Board
Elizabeth Clare Conger was present and answered questions from the
committee.
Alderman Savidge moved to recommend favorably. Seconded. A roll call
vote was taken. The motion CARRIED by the following vote:
Aye: 3- Alderman Rodriguez, Finlayson and Savidge

Executive Director Erik Evans, representing Downtown Annapolis
Partnership, was present and provided the committee with an update.
Hope Stewart was present and answered questions from the
committee.

Hope Stewart was present and provided the committee with a brief
update.

5. Legislation before Committee
O-40-18 Vacant Nonresidential Buildings - Registration - For the purpose of
requiring vacant or partially vacant nonresidential buildings to be registered with the
Department of Planning and Zoning; requiring posting of vacant property signage on
all such buildings; establishing a registry of vacant or partially vacant nonresidential
buildings; and matters generally relating to registering vacant nonresidential buildings.
Planning and Zoning Director Gutwald, City Attorney Melnick, and Hope
Stewart were present and answered questions from the committee.
Executive Director Erik Evans, representing Downtown Annapolis
Partnership, was present and answered questions from the committee.
Amendment #1
page 5 line 26, 32, and 44 strike of and insert after
Alderwoman Finlayson moved to recommend with amendments. Seconded. A
roll call vote was taken. The motion CARRIED by the following vote:
Aye: 3- Alderman Rodriguez, Finlayson and Savidge
R-42-18 Registration of Nonresidential Vacant Buildings - Fees - For the
purpose of establishing a fee structure for registering a vacant or partially vacant
nonresidential building with the Department of Planning and Zoning.
City Attorney Melnick, Planning and Zoning Director Gutwald, and Hope
Stewart were present and answered questions from the committee.
Executive Director Erik Evans, representing Annapolis Downtown
Partnership, was present and answered questions from the committee.
Alderman Savidge moved to recommend with amendments. Seconded. A roll
call vote was taken. The motion CARRIED by the following vote:

Upon motion duly made, seconded and adopted, the meeting was adjourned at
